Medical Retention Review (MRR) • Intended for non-Navy Reserve service related medical conditions that might impact mobilization readiness. • Alsosubmitted when member’s condition was caused by Naval service: • released from MEDEVAL/MEDHOLD requiring additional care or after being found Fit for Duty • Found Fit for Continued Naval Service by the Physical Evaluation Board • PRC recommendation is made by BUMED (M32). • Final determination is made by PERS-952. 2

Medical Retention Review (MRR) • BUPERSINST 1001.39F section 203: • TNPQ- temporarily not physically qualified • Members in a non-duty status that develop a potentially physically disqualifying medical condition may be placed in a TNPQ status for up to 6 months. • If the medical condition will resolve in less than 6 months the member will normally remain assigned to the unit. • If the medical condition will not resolve in 6 months, the member may be assigned to the VTU or TPU at NOSC CO discretion. 4

Medical Retention Review (MRR) • NOSC responsibilities: • Once a member has been identified as TNPQ the NOSC will: • Complete NAVPERS 1070/613 documenting that the member has been advised of TNPQ status • Ensure the member is advised that while in a TNPQ status they: • May not perform any type of Active Duty • Are ineligible for mobilization • May be placed into VTU and may only complete correspondence courses • Are aware of necessary points required for a qualifying year of service for retirement • Instruct the member to elect to change the process for collection of SGLI premiums 6

Medical Retention Review (MRR) • NOSC processing requirements: • The NOSC Medical Department Representative will obtain medical records pertaining to the identified medical condition and assemble a package to include: • Current physical examinations • All medical and/or surgical treatment records with an update in the last 6 months • A non-medical assessment to be completed by the NOSC CO • The completed package will be routed via the supported RCC to BUMED (M32) for review and physical fitness determination with PRC recommendation forwarded to PERS-95 for final assignment. 8

MRR Risk Classifications • MILPERSMAN 6110-020 • Once a PRC is assigned the following must occur: • Record the PRC in the official record • Update IMAPMIS to reflect current code • Update MRRS to reflect current code • A physical risk code will remain in effect unless changed by PERS-95. Members may request reconsideration of a PRC by submitting additional information to PERS-95 via BUMED. 10

  13. MRR Risk Classifications “A” • PQ for retention • Minor physical defect or condition • Examples – High blood pressure or high cholesterol controlled with medications. 13

MRR Risk Classifications, cont… “B” • INCONUS or OCONUS – PQ for retention • Condition or defect that could potentially restrict mobilization • Cannot take OCONUS orders or orders greater than 30 days (OCONUS or INCONUS) w/o waiver approved by PERS-952 (PERS-95 policy) • Examples – Non-insulin dependant diabetes; history of cancer; PTSD; Orthopedic conditions 14

  15. MRR Risk Classifications, cont… “C” • Very seldom used • NPQ for retention • Has unique skill that supports Navy mission • Used for IRR personnel that have deployment limitations 15

  16. MRR Risk Classifications, cont… “4” • Temporary classification (less than 1 year) • NPQ for retention • Assigned in order to get more info or for condition to stabilize • Assigned to those found Unsuitable for mobilization at Navy Mobilization Processing Sites 16

MRR Risk Classifications, cont… “5” •NPQ for retention and mobilization • Member options if found Physical Risk Class “5” -Request review by the Physical Evaluation Board - Request early retirement if they have 15-20 qualifying years (Members in VTU/IRR are not eligible) - May request Reserve retirement if 20 or more qualifying years have been completed CANNOT transfer to the IRR 17
