The biggest impediment to change is that this culture is embedded in the Political Power structure An Embedded Culture

Quality of Human Resources at Local level -hiring not on merit -capacity building -lack of trainers with local knowledge Technology issues -the technology gurus are city boys with no understanding of local issues -support for technology deployed -poor infrastructure. Only the Government invests in building the infrastructure. Private sector just wants to enjoy the benefits Attitudes of the Government Officials -cant be done -why should we do it -we are happy the way we are Compensation levels and Promotions not based on skill set or the work put in Challenges

  24. The Numbers: -160 million people (70% in rural areas) -50 million land owners -High transaction volume -Pakistan one of the N-11 countries The Demand side -The opportunity is in numbers. The sheer number of people is creating a demand for better services from the Government at the local level Supply Side -The numbers have the businesses interested A High Growth Economy

The Numbers Require automation -the Public Sector and the economy of Pakistan’s size cannot function without automation The Public Demands more efficient and transparent Government Businesses know that they can now make more money with an efficient and transparent Government There are Maverick Officers and Politicians who are willing to move out of their zone of comfort to trigger change Time for Automation is Here
