Purpose and Methodology • Purpose • Prevent fatal and nonfatal injuries • Methodology • Identify standards most frequently cited as contributing to single and double fatality accidents (Rules to Live By - I standards) • Industry outreach and education on RLB-I standards • Encourage mine operators to “find and fix” problems • Held two stakeholder meetings to kick off initiative • Disseminated information detailing the causes of the targeted fatal accidents to mine operators, labor organizations, state training grantees, and other stakeholders • Posted compliance assistance materials such as engineering suggestions and packages of safety target information on the MSHA website • Enhanced enforcement for violations of RLB-I standards • Focused inspections paying special attention to violations of the 24 standards that have contributed to the most mining fatalities

RLB-I Standards • From 2000 to 2008 Violations of RLB-I Standards Contributed to: • 237 fatalities • 42% of all fatalities • Categories of Standards • Blocking against motion • Fall protection • Falls of roof and rib • Lock and tag out • Maintenance of equipment • Operating mobile equipment • Struck by mobile equipment

Findings – Fatal Injuries • Compared fatalities during the 12 months following RLB-I implementation with the yearly average of the previous 5 years • 5-year Average vs. 12 months following RLB-I • Coal Mining: Decreased to 10 fatalities (12% decrease) • Metal and Nonmetal Mining: Decreased to 6 fatalities (56% decrease) • All Mining: Decreased to 16 fatalities (36% decrease)

  7. Findings – Fatal Injuries • First 6 Months vs. Second 6 Months • Coal Mining: Decreased to 3 fatalities (57% decrease) • Metal and Nonmetal Mining: Stayed at 3 fatalities • All Mining: Decreased to 6 fatalities (40% decrease)

  8. RLB-I Standards • 14 of the 24 RLB-I standards were not cited as contributing to a fatal accident during the 12 months following implementation of RLB-I

Summary • During the first year of the program, fatal injuries with a RLB-I contributory violation decreased 36 percent from the prior 5-year average • The reduction in fatalities was more significant in the second six months following implementation of RLB-I • 10 of the 16 fatalities occurred during the first 6 months compared to 6 in the second 6 months • 14 of the 24 RLB-I standards were not cited as contributing to a fatal accident during the 12 months following implementation of RLB-I • We still want your feedback -- http://www.msha.gov/rlbsurvey72012.asp
