Environmental Stewardship International Maritime Organization UN specialized agency Safer Ships & Cleaner Seas New initiatives Guidelines for Oily Waste Pollution Prevention Plans Standards for add-on equipment to Pollution Prevention Equipment (PPE)
Environmental Stewardship • Guidelines for Oily Waste Pollution Prevention Plans • ISM Code: - ship owners/operators - implement & maintain an environmental protection policy - assures environmental protection and compliance with int’l standards and flag State legislation.
Environmental Stewardship Guidelines for Oily Waste Pollution Prevention Plans Goal of guidelines: to assist ship owners and operators in improving shoreside & shipboard environmental management and developing specific and detailed pollution prevention plans for managing, operating and maintaining shipboard oily waste treatment systems ----– in essence, to help the ship owner be successful in managing his oily waste.
Environmental Stewardship Guidelines for Oily Waste Pollution Prevention Plans document company procedures based on: an initial audit assessment of existing arrangements Incinerator oil filtering equipment oily waste and bilge water management systems Details of Oily Waste Pollution Prevention Plans
Environmental Stewardship Guidelines for Oily Waste Pollution Prevention Plans - Specific company policy on the storage, treatment and disposal of oily waste and bilge water management; - Ship-specific instructions for: 1) determining waste streams (volume and type) and; 2) a routine budget process to account for wastes generated and include environmental compliance and maintenance expenses;
Environmental Stewardship Guidelines for Oily Waste Pollution Prevention Plans o Ship-specific instructions, maintenance, troubleshooting, & operating procedures and controls and specialized equipment: - ensure proper functioning of OWS, incinerators,& bilge water management and treatment systems. - proper oily waste disposal. - minimize waste/contaminant generation.
Environmental Stewardship Guidelines for Oily Waste Pollution Prevention Plan: - Procedures and equipment to minimize human error, tampering, and falsification of records, including the oil record book; - Make system improvements such as by installing filters and pre-equipment to filter or polish out contaminants; and segregate clean water;
Environmental Stewardship Guidelines for Oily Waste Pollution Prevention Plan: - Key elements: - Specific company policy on the storage, treatment and disposal of oily waste and bilge water management. - Methods to assure shoreside and shipboard accountability and to verify compliance; - Shipboard personnel competence, awareness and training, specifically related to oily waste pollution prevention and bilge water treatment systems operation.
Environmental Stewardship Standards for add-on equipment to PPE’s IMO’s general intention is for the improvement of existing pollution prevention equipment that has already been approved to MEPC.60(33).
Environmental Stewardship Standards for add-on equipment to PPE’s Attributes to be Verified for Add-on Equipment - Achieving oil content discharge limits, based on established test fluids deemed to be representative of bilge. - Oil removal capacity, based on oil content, flow capacity and test duration.
Environmental Stewardship Standards for add-on equipment to PPE’s Attributes to be Verified for Add-on Equipment (continued) - Automatic and continuous operation. - Capability to operate in shipboard environments. - Limiting conditions for the equipment application.
Environmental Stewardship Standards for add-on equipment to PPE’s Oil Content Meter Should meet MEPC.107(49)
