Background • NERC alert issued last year • Requires transmission owners to inspect field conditions around their lines and derate lines that cannot operate at their designated ratings due to actual conditions. • Inspections ongoing now. • Derates and outages have occurred as a result of these inspections
Problem • While outages are published on a timely basis on ISO website, there is not good transparency on derates • Only public information on line derates is the information included in monthly FTR models. • Monthly publishing of this information is not frequent enough to meet the needs of those transacting in the market on a daily basis.
Information Policy Issue • The Information Policy is not clear about how transmission derate information that is released on a one day lag is treated • The release of real-time transmission line flows is prohibited. (Section 3(b)) • The release of transmission limits used in planning is allowed. (Section 3 (a))
Proposed Change • Section 3(a): Public Information Includes: • Changes to transmission line ratings, which may be made available by the ISO on a next day basis.
Discussion • The proposed change would allow the ISO to release transmission derate information to the public the day after the derate occurred. • The ISO has expressed some willingness to do this if these changes are approved.
