Introduction The Partnership Centre for IODE ODP was established following a decision of the Inter-Agency National Oceanographic Commission of the Russian Federation, taken in 2011, a Resolution of the 45th session of the IOC Executive Council (June 2012), and Recommendation IODE-XXII.9 (2013) and the Memorandum of Understanding on the Partnership Centre for the IODE ODP between IOC UNESCO and Roshydromet which was signed in March 2013. The Partnership Centre for the IODE Ocean Data Portal was officially inaugurated on 10 September 2013 in the Research Institute of Hydrometeorological Information – World Data Centre (RIHMI-WDC), Obninsk, Russian Federation. The Ceremony was attended by the IOC Executive Secretary, Dr. Wendy Watson-Wright; deputy head of the Russian Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet), Dr. Alexander Makosko; IODE Vice-Chairs, Dr Sissy Iona and Mr Ariel Troisi); the IODE Past-Chair, Mr Greg Reed, IODE Programme Manager and Head of the IOC Project Office for IODE, Mr Peter Pissierssens, Inter-Agency National Oceanographic Commission (IANOC) of the Russian Federation and the Administration of the City of Obninsk. Mission The Partnership Centre for the IODE Ocean Data Portal is contributing to the planning and coordination of the IODE Ocean Data Portal by: • Maintaining and developing the IODE ODP specifications and tools, and coordinating the use of the IODE ODP technology for the distributed marine data system based upon the IODE data network and data sources from other IOC programmes, including JCOMM; • Creating, in cooperation with the IOC Project Office for IODE, an enabling environment, and assisting in strengthening the capacity of the IODE ODP nodes to manage marine data and products, and to provide the IODE ODP resources and services required by users; • Assisting with the coordination and monitoring of the implementation of the IODE ODP work plan as adopted by the IODE Committee. Goals and tasks Partnership Centre for IODE ODP is responsible for: • Develop, host and maintain the tools and specifications for the portal and its distributed marine data system operation • Assist IODE's Ocean Data Information Networks (ODINs), NODCs and other IODE ODP nodes to achieve their regional and thematic objectives • Develop, strengthen and maintain the IODE ODP data management training programmes and tools Review of the Ocean Data Portal (ODP) Partnership Centre (10-13 September, Obninsk, Russian Federation)
Goals and tasks • Monitor and report on the status and availability of the IODE ODP portal, websites, tools and specifications used by the IODE ODP node • Provide an infrastructure to develop and test the web-based technologies and tools and also to generate new ideas and perspectives of the IODE ODP; • Promote collaboration between relevant experts in integrated marine data management in IOC programmes and projects, other organisations and systems (e.g. OBIS, WIS, GEOSS) Review of the Ocean Data Portal (ODP) Partnership Centre (10-13 September, Obninsk, Russian Federation)
Staff At the Partnership Centre dedicated staff and their responsibilities are as follows: • Dr Sergey Belov - head of the Partnership Centre for the IODE ODP and ODP Technical Coordinator (50%of time) • Ms Alina Lazareva - developer (ODP Data Provider service). • Joined Partnership Centre in 2015. • Ms Anna Maslennikova - developer (integration services, data pre- and post-processing tools). Joined Partnership Centre in 2016. • Ms Anastasia Gorbacheva – developer (brokering services, perspective technologies (in-memory data grid)). Joined Partnership Centre in 2016.
