E-commerce in APEC • APEC is a booming area for e-commerce • 1998: Blueprint for Action in E-commerce • February 1999: ECSG was established • Works on paperless trading, trade facilitation, data privacy, consumer protection, cyber-security • Now focus on paperless trading, data privacy www.mot.gov.vn / www.ecvn.gov.vn

Viet Nam and APEC • Viet Nam joined APEC in 1997 • 2006 host of APEC activities • The APEC Summit will be in November 2006 • Chair of Paperless Trade subgroup in ECSG • Expect to learn about e-commerce from other APEC economies: • Policies • Methodology • Technology www.mot.gov.vn / www.ecvn.gov.vn

  4. E-commerce in Viet Nam • E-commerce has completed the phase of forming and acceptance • Since 2006, e-commerce comes into the phase of rapid development 1. Policy and legal framework was established 2. Support activities for e-commerce have been formed 3. E-commerce training activities was first performed in regular university curriculum 4. Some new e-commerce modes appeared and have been rapidly developed 5. E-commerce forms have developed in an unbalanced structure • E-commerce infrastructure has not been adequate www.mot.gov.vn / www.ecvn.gov.vn

Policy and legal framework for e-commerce was established • The Master Plan for E-commerce Development in the 2006-2010 period • Electronic Transaction Law • Commercial Law, Civil Law, Customs Law 2. Support activities for e-commerce have been established • Electronic Customs • National e-commerce portal (www.ecvn.gov.vn) • Bidding (website for online bidding) • E-commerce website ranking program • Establishment of supporting organizations for ICT • International cooperation www.mot.gov.vn / www.ecvn.gov.vn

  7. E-commerce in Viet Nam 5. E-commerce forms have developed in an unbalanced structure • Transactions are mainly B2C 6. E-commerce infrastructure has not been adequate 7. Other issues • Statistics of e-commerce • Online commercial fraud, cybercrime • Virtual property (online games, email account, URL, ect.) • Online advertisement, spams • Recognition of foreign CAs www.mot.gov.vn / www.ecvn.gov.vn

For future agenda • Harmonization of e-commerce legal documents among APEC economies • Should APEC need agreements to bind its economies? • Relationship to other organizations • UN/CEFACT, WTO, ASEM, ASEAN, Mercosur, etc. • Technical issues • Information and network security • Online consumer protection • Cross-region EDI • E-payment, certification of e-signature www.mot.gov.vn / www.ecvn.gov.vn
