  1. The Purpose of the MEP: To ensure that migrant children ages 3-21 fully benefit from the same free public education provided to other children To address the special educational needs of migrant children to better enable them to succeed academically

Supplement vs. Supplant • Requirement that MEP funds, resources, and services may be used only to supplement the level that would, in the absence of MEP funds, be made available from other local, state and federal sources (such as Title I) for the education of children participating in MEP projects. LEAs may not use MEP funds to supplant (i.e., replace) other funds.

  3. Required and AllowableMEP Program Services • Support Services • Required Program Activities • Instructional Services

  4. MEP Support Services Educationally related activities, such as: • Advocacy • Health • Nutrition • Social services for migrant families • Necessary educational supplies • Transportation

  5. MEP Required Activities • Identification and recruitment • Parental involvement • Program planning, implementation and evaluation (program administration) • Reporting Data • Professional development

  6. Instructional MEP Services • Educational activities for preschool-age children • Supplemental instruction in elementary and secondary schools, including tutoring before school, after school, Saturdays, during intercessions, etc., as well as supplemental credit retrieval programs.
