Roles and Responsibilities (TOR) may include but not limited to: • Plan and organize Surveillance system and regular monitoring of FAW at the provincial level in coordination and support with district level- Agriculture Knowledge center (AKC) and Municipality level agriculture wing of Local Government • Once FAW reported, arrange reporting mechanism from Local Municipality level to Federal (Central) level through Provincial surveillance and response committee/team • Coordinate and implement the FAW management response in the field level through Local Governments at Municipality level • Provide/arrange capacity building training and technical support to the Local Government structure at Municipality level • Coordinate and follow up/monitoring with Regional level private sector wholesales/agrovetsto develop the supply chain and make sure of availability of FAW recommended technology and inputs as per IPM protocol at local Municipality level Agrovets. • Coordinate and encourage establishing the FAW taskforce team at district level led by AKC together with district level stakeholders and donor funded projects in the district. District Level FAW Surveillance and Response/ Taskforce team Team Members (5-6 members): • Agriculture Knowledge Center (AKC) - Coordinator • Usaid FAW focal person (in 28 districts)- Member • Representative from private sector- District level agrovets • Other District level stakeholders (2-3 organizations) Roles & responsibilities including but not limited to: • FAW surveillance/monitoring in the district and reporting to provincial level once FAW detected in the district • Technical support/backstopping to agriculture staff at municipality; • Capacity building training; • Coordinate and followup/monitoring with district level agro-vets for supply chain development of recommended package/technology at Municipality level agrovets. Proposed National Level one-day FAW Training to Wholesale agro-vets in Kathmandu • Date- Ashwin8 (Sep 25) Wednesday • Venue: NARC Entomology division, Khumaltar • Organizer: Jointly organized by PQPMC, NARC, CIMMYT and iDE • Participants- around 30-35 (including some INGO/project staff) • Resource person/s- MoALD/ PQPMC/NARC/CIMMYT/iDE • Financial support- CIMMYT and iDE (Jointly) ToT on Identification and Management of FAW
Province Level FAW Capacity building training on FAW Identification, surveillance-reporting and Iintegrated management to USAID District Focal person and GON staff (AKC) • Date- TBD (try for before Dashain holidays- if possible) • Venue: Surkhet (Province 6 & 7), Butwal (Province 4 & 5) and Kathmandu (Province 3) • Participants: GON/AKC and USAID District focal person • Resource Person/s: Provincial TOT participants/MOALD/PQPMC/ NARC/CIMMYT/iDE(as required) • Budget: TADA from respective organization and resource person; and event cost manage by USAID (CIMMYT/KISAN ll/iDE} ToT on Identification and Management of FAW

Immediate Key Activities: • Preparation and Distribution of FACT SHEET on FAW • FAW TOT training to Provincial GoNstaff (ongoing) • National level FAW training to private sector at Kathmandu • Formation of Provincial level FAW taskforce team (immediately after return from this TOT training) • Organize provincial level FAW management training as soon as possible (if possible before and immediately after Dashain) • Formation of District level taskforce team (after provincial level FAW management training) • Coordinate with district stakeholder for formation of district level FAW taskforce team ToT on Identification and Management of FAW
Immediate Key Activities: • Organize capacity building training to Municipality level agriculture staff and other project staff • Implement surveillance and monitoring major maize growing area (throughout the year with Lure) for early detection and develop reporting channel • Arrange awareness program in farmer training program through poster/pamphlets and holding board at municipality officers/ collection center/ haat bazar/ and public gathering places where relevant. • Coordinate with agrovet/input suppliers at all levels (Federal/Regional/district/local municipality) to develop timely and easy availability of recommended lures and other IPM products and safe pesticides.
