Internallegislationprohibitsreceivingfinancialcontributionsoutofthe state budget. Project cycle– alsoimportantissue, differences in internaltenders or callsforproposalsdoesnotallowforprojectsynchronicity and mutualconsideration. Thatmakestrilateralprogrammingdifficult. Personnelcapacities– new donorshaveusuallyverylimitedpersonnelcapacities , trilateralco-operationisconsidered to besomethingadditional to thecoreactivitieswithuncertainresults.

Financialmechanisms– with ADA, modalitieslikecommoncontributionto certainSerbianintegrateddocumentswillbeconsidered, maybemodularprojectdesignaswell. Otherco-operationactivities– shared monitoring and projectevaluationisusuallyvaluablefor new donorswithlimitedcapacities. Developmenteducation and participation on individualeventsseminars, workshops, conferences.
