Pebworth NDP Vision • Vision • In 2030 we want Pebworth to be the thriving, vibrant and distinctive rural parish that it is today. This means that Pebworth will continue to evolve to meet the changing needs of its parishioners and reflect the views of its community. • It will provide the outstanding quality of life enjoyed by today’s residents, such as a safe environment that supports its historical integrity and natural beauty and encourage the inclusion of all social groups. What is a NDP ? • NDP was established under the Localism act in 2012 • Gives local communities the option of developing their own local plan • which if passed in a local referendum • has the same legal status of district development plans • Allows the local community to determine, the numbers, types and location of future developments • Cannot be in conflict with • District ( SWDP), National strategies or EU laws. What we can and cannot address in a NDP • We can add more than the District Plan (SWDP) determines, but not less • If we do not have a NDP or the plan is silent on Housing development then WDC will determine our future housing allocations • We can address items such has housing, employment, open spaces, allotments, health and welfare, providing evidences are gathered and a case is constructed • We cannot use the plan to stop all future development • address agriculture issues or change what is already in place or agreed • We could change the current process • where local Land Owners together with Developers determine with Wychavon DC the local housing developments PNDP Forum
What we have accomplished in Pebworth so far • Parish Council (PC) agreed to develop a NDP spring 2012 • Working Party formed, 8 members including 3 PC members. • 15 monthly meetings held so far, plus a training event • Secured £28k of Government funding and 14 days of a Planning Consultants time without cost to the Parish • Completed an initial consultation with all residents • (57% response) and other communities such as School, PCC, WI, Farmers, Bloom Group, Home workers, local employers and Wychavon DC • Developed a Vision and Objectives statement addressing 5 areas of Pebworth NDP scope • ( printed copies are in the room) PNDP Forum

What we know and do not know today • Wychavon DC are going to revise the SWDP housing allocations in 2016 • new allocations will be effective from 2019 to 2030. We do not know how this will effect Pebworth • In 2013 Wychavon DC have a list of 23 affordable housing needs from people who have a connection or live adjacent to Pebworth. • 5 are resident in the Parish 2 families and 3 single people. Possible 3 of these could be met by CALA development. Likely there will be a continuing need for affordable housing through to 2030 and WDC primary interested in meeting demand not restricting locallity • Wychavon DC will not release the land they own behind the “old fire station” for allotments • as it is being retained as a Land Bank, • The decision on the 380 Tony Bird Houses will be made by Eric Pickles SoS before we have an NDP. • We will need to adopt and adapt to this decision. • A Parish NDP could be material to future applications from Tony Bird if current application fails PNDP Forum
Our Choices and Options • Including further Housing development in our Vision has proved the most difficult objective. • Two communities have been identified that would benefit from additional housing in the Parish • The 2011 Pebworth housing needs survey revealed that an absence of one and two bedroom affordable homes • meant young people leaving home had no option other that to leave Pebworth. • At that time about 5 to 7 people were in this category there maybe more since the introduction of the bedroom tax • A second group have been identified who are single people and elderly couples who would like to remain in the Parish and down size from their existing large homes to smaller retirement bungalows • The NDP working party have recommended that the NDP should include a provision for up to 8 affordable one or two bed homes and 4 bungalows suitable for retired people. • The Parish Council passed this draft on the Chairman’s casting vote. Consultation, what we would like to learn and understand from you this evening • We have developed 5 objectives for possible inclusion in our NDP • There are on posters around the room together with members of the NDP working party • Feedback / Comment forms are available for each of the areas • We would like you to complete as many of these as you feel appropriate even if its an agree / disagree statement • This is your opportunity to influence the future plan for Pebworth Parish PNDP Forum
