The Neighbourhood Plan contains a series of policies defined on the Proposals Map - geographically specific • Only sites assessed by MSDC under their housing supply assessments are considered • The plan has deliberately avoided containing policies that duplicate the existing and emerging development policies • The Neighbourhood Plan focuses on a relatively small number of policies, which are mutually interdependent • The remaining policies anticipate changes to established uses during the plan period and seek to provide guidance on what uses may be acceptable in principle

Housing policy in section 4.3 identifies that sites should be on land where there is sufficient control to deliver affordable homes in a proportion of 50% for local needs, and on previously developed sites, a proportion of 30% • The higher levels are provided in perpetuity by use of a Community Land Trust and via a Community Right to Build Order • Capital receipts from the CLT scheme are re-invested into the community to provide facilities (such as community hall) • Housing type is varied based on distance from village centres to address transport and traffic

The next stages • Mid Sussex District Council (MSDC) checking the regulatory requirements have been complied with • MSDC publicising the documents for 6 weeks • Once the publication period has finished and the number / type of representations are known, appoints an Independent Examiner Board (with the agreement of SPC) • The Examiner Board will carry out the examination and issue their report • MSDC publishes the report and how it intends to respond to it • If positive - arrangements put in place for a referendum (probably 3rd quarter 2013) • If a positive vote is received by majority of respondents at referendum, the Plan becomes the Planning document that will guide the future of the Parish

Key community views from consultations • Protection of the AONB from development • Lack of capacity of local services and infrastructure to accommodate development • Acceptance of new housing but only on small sites within the villages of a design in-keeping with existing character • Lack of affordable housing • Poor public transport services • Importance of distinct, rural village identities

Key aspects • Holistic plan addressing needs and identified community desires • Spatial Plan • Directs housing, economic and community-related development locations to sustainable areas; • Discourages development in smaller villages and in open countryside surrounding the Parish villages • Pro-development • 130 homes proposed – 11% increase on existing level – 1% above Household Interim Projections, 2011 to 2021 published by DCLG 9/4/13 • SPNP acknowledges the new Mid Sussex District Plan

Key Themes • Contributes to home numbers - especially for local people in housing need, those wanting more suitable accommodation and to build their own home • At least 130 new homes– of which at least 40% to meet local affordable needs • Accommodate development and change without undermining the natural landscape beauty • No new development affecting the most sensitive AONB landscapes • Sustains and enhances the significance of heritage assets • No new development that will adversely affect the setting of heritage assets • Reuses vacant, disused or redundant land and buildings • At least a third of new housing located on previously-developed land • Increases availability of local community services and facilities • A new community facility for Handcross with long term security • Encourages and enables healthy lifestyles • Two new public open spaces created • Two Local Green Spaces designated
