Plasma Science and Applications Committee Report Brendan Godfrey, PSAC ExCom Chair 7 July 2011 NPSS AdCom Meeting
Upcoming ICOPS • ICOPS 2012 progressing well • Chair: Michael Kong • 8 – 12 July 2011, International Conference Center, Edinburgh, UK • 419 registrants to date; 610 anticipated based on past ratios • 15% return likely to be achieved, but barely • 819 abstracts • Plasma Medicine and Health Care mini-course offered • Gennady Mesyats to receive IEEE Marie Sklodowska-Curie Award (from Peter Staecker, IEEE President-Elect) • Mounir Laroussi to receive NPSS Merit Award • Andrew Ng to receive PSAC Award • Boaz Rubenstein to receive Outstanding Student Award • See http://icops2012.lboro.ac.uk/
Future ICOPS • ICOPS 2013 (joint with Pulsed Power) • 9 – 14 June 2013, San Francisco, California USA • Chair: Brian Oliver, PPST • PSAC Technical Co-chair: John Verboncoeur • ICOPS 2014 / Beams 2014 • 25 – 30 May 2014, Washington, DC USA • Chair: Joseph Schumer • ICOPS 2015 • Spring 2015 – Antalya, Turkey • Chair: LutfiOksuz (assistance from Edl Schamiloglu) • ICOPS 2016 • Spring 2016 – Location TBD (soon)
US Government Travel Restrictions • OMB directed Federal Agencies to reduce FY13 travel to 70% of FY10 levels • DoD capped FY13 expenditures (attendance and grants) at $100k for most conferences • Impact on government contractors, grantees unknown • Already, ICOPS 2012 attendance probably smaller than expected • Impact estimate based on ICOPS/SOFE 2011 data • 130 US government registrants out of 712 total (18%) • Includes 42 DoD registrants (6%) plus $20k in grants • OMB cap might reduce registration by 5-7% • DoD cap might reduce registration by 2% (subsumed in OPM cap)
Tribute to Prof Igor Alexeff • Distinguished scientist, inventor, teacher • Founded PSAC, hosted first ICOPS, promoted plasma engineering in many ways • Also contributed significantly to NPSS in its early years • Terminally ill with ALS (Lou Gehrig's Disease) • PSAC ExCom proposes renaming its outstanding student award for him • “Igor Alexeff Outstanding Student in Plasma Science Award” • Especially appropriate in light of his devotion to students • Igor has concurred in writing • PSAC requests NPSS approval (item 11.1.1)
MCM- PSAC Master Service Agreement • Agreement signed 9 March 2012 • Outgrowth of “free sample” provided by NPSS • Results encouraging from year-to-year MCM support for ICOPS 2009 – 2011 • One-year agreements also in place for 2013, 2014 • Negotiations underway for over a year, fully vetted by PSAC ExCom • Designates MCM as Preferred Event Manager for PSAC • Provides various sets of services at prenegotiated rates • Preserves ICOPS Chair’s right to opt out (not to be done lightly) • Effective now through end of 2016 (ICOPS 2012 excluded)
