1- Main features of the EU cohesion policy • It aimsat: • Reducingdisparities between regions (Treaty of Rome) • With “special attention to least favoured regions or islands, including rural areas” (Single Act) • And “ … areas affected by industrial transition, and regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and islands, cross-border and mountainous regions” + “outermost regions” (Treaty of Lisbon) NotreEurope – Institut Jacques Delors
1- Main features of the EU cohesion policy • It is financed through: • ERDF • ESF • Cohesion Fund • Allocated according to territorial criteria: • GDP/capita at regional level • Unemployment rate, sectoral occupations, population density … • Physical characteristics (borders, islands, …) NotreEurope – Institut Jacques Delors
1- Main features of the EU cohesion policy • It promotes regional/ territorial development based on: • SWOT analysis and territorial diagnosis • regional / local partnership • Integrated regional strategy NotreEurope – Institut Jacques Delors

3- Territorial diversity in the future programming period • Common Strategic Framework = ESI Funds (ERDF, ESF, Cohesion fund, EARDF, EFFM) under the same regulation • Territorial cohesion (art. 174 + art. 349) NotreEurope – Institut Jacques Delors
3- Territorial diversity in the future programming period • Partnership Agreement (national) should include: • A territorial diagnosis (SWOT) • A list of areas selected for territorial coop. (including macro-regional strategies and maritime basins strategies) • A list of tools or methods securing an integrated use of the funds for the territorial development of urban, rural, coastal, fishery areas, as well as areas with specific territorial handicaps NotreEurope – Institut Jacques Delors
3- Territorial diversity in the future programming period • Provisions for an integrated approach for geographical areas most affected by poverty or concentrating special groups at risk of discrimination • New tools for a territorial integrated approach: • Community Local Led development (LEADER type tool, for all types of areas) • Integrated Territorial Investment (ESF, ERDF, EAFRD, EMFF) NotreEurope – Institut Jacques Delors
