Local Assistance Plan School Identification Criteria A school may be identified as a Local Assistance Plan (LAP) school if it meets one of the following criteria: • The school failed to make Adequate Yearly Progress (AYP) for an accountability group for three consecutive years on the same measure (2009-10, 2010-11 and 2011-12); or • The school’s largest gap between the subgroup and the non group students for any of the accountability groups is 100 or more points for the 2011-12 Performance Index (PI) or 50 percent or more for the 2007 4-Year graduation rate, and the largest gap is greater for an accountability group in 2011-12 than it was for an accountability group in 2010-11; or • The school is in a district that is not identified as a Focus District, and has a 2011-12 combined English language arts (ELA) and math PI OR a 2007 4-Year graduation rate at or below the cut points established on an accountability measure for subgroups in Focus Districts. Progress Filters: Schools will not be identified as LAP for any subgroup in which the 2010-11 and 2011-12 combined Student Growth Percentile (SGP) or the 2007 4-Year or 2006 5-Year Graduation Rate is above the state average for that subgroup. Where Can I See My Data? On June 28, 2013 NYSED posted various data files to the district/charter school’s IRS portal at: http://www.p12.nysed.gov/irs/irs-portal/ Please open the following files from the portal: AccountabilityStatusfor2013-14.xls DataDictionaryfor2013-14.xls LocalAssistancePlanSchoolsfor2013-14.xls (posted only for districts/charters with identified LAP schools) 3
Accountability Status for 2013-14 This file posted to the IRS Portal has the accountability status for the district/charter and all schools within the district for the 2013-14 school year. It also has a column that indicates whether the school is a Reward school. 4
Data Dictionary File for 2013-14 This file provides descriptions of the data elements used in the LAP identification file. 5
Local Assistance Plan Schools for 2013-14 This file has the data elements used to identify preliminary LAP schools. Identified schools will be indicated with “LAP” in column F. The school is not identified if column F is blank. The subgroup(s) that led to LAP identification is indicated with “Yes” in columns G to X. 6
Local Assistance Plan Schools for 2013-14 Columns AC to CD has the subgroups indicated with “Yes” that failed to make AYP for 09-10, 10-11 and 11-12 school years.
Local Assistance Plan Schools for 2013-14 Columns CF to EG has the gap between the subgroup and students not in the subgroup. The data in columns CF to DX are in Performance Index points and DY to EG are in Graduation Rate percentage points.
Local Assistance Plan Schools for 2013-14 Column EH has the largest gap for 2011-12, column EI has the largest gap for 2010-11, column EJ indicates whether the gap increased from 2010-11, and column EK indicates whether the school is identified for the gap criteria. group.
Local Assistance Plan Schools for 2013-14 Columns EM to EU has the combined ELA and math Performance Index for 2011-12, columns EV to FD have the 2007 4 Year subgroup graduation rates, columns FE to FV indicate whether the group(s) PI or graduation rate is at or below the cut point.
Local Assistance Plan Schools for 2013-14 Columns FX to HO indicates whether the subgroup(s) met the progress filter, therefore making the school eligible for removal from identification.
Submitting an Appeal for the LAP Status The deadline to submit an LAP determination appeal was July 12, 2013. To appeal the LAP determination for the 2013–14 school year, districts needed to submit a complete, signed, and dated LAP School Appeal Form (found at http://www.p12.nysed.gov/accountability/ESEAMaterials.html) with all the required supporting evidence. 12
Next Steps for Districts with LAP schools • In accordance with Commissioner’s Regulations, a district in Good Standing that has LAP schools will be required to work with the identified school(s) to complete the Diagnostic Self-Review Document and Report Template for each identified LAP school. • A Focus District with LAP schools will also need to work with identified school(s) to complete the applicable sections of the Diagnostic Self- Review Document and Report Template, and incorporate the supports and interventions for the identified schools into its District Comprehensive Improvement Plan (DCIP). • Within the DCIP template, the district will be required to clearly identify the supports and interventions that are to be implemented in the identified LAP schools. These supports and interventions do not count towards satisfying the improvement set-aside or parent engagement set-aside requirements. • SED will release a pre-recorded webinar in early August to assist districts with conducting the Diagnostic Self-Review and completing the Report Template. • The Diagnostic Self-Review Document and Report Template can be found online at: http://www.p12.nysed.gov/accountability/ESEAMaterials.html.
