While ethno-nationalist terrorism retains its symbolic character, its message is somewhat different, for every attack is in part meant to communicate the existence and essence of ethnic identity
Provocation remains a goal: ethno-nationalists seek polarizing reactions from governments but are usually more interested in provoking violent responses from other ethnic populations
Such violence tends to destroy the possibility of negotiated settlement focuses on complete rupture with overlapping or neighboring ethnic groups
Although tremendous variationtwo groups • 1) Groups fighting for an end to their colonial status • Example: Struggle to eject French from Algeria • 2) Organizations fighting for independence or autonomy within a larger state’s “home” boarders • Examples: ETA in Spain, Palestinians in Israel and Jordan
