Contd.. • Strengthening of Extension System • 143 ADOs recruited. • Two months mandatory training to newly recruited ADOs. • Krishi Samvand, a monthly dedicated magazine to agriculture sector free of cost to all ‘Panchyats’. • Wide use of print & electronic media. • Community Radio Station at Hisar and Nuh. • One more Community Radio Station ‘Alfaz-e-Mewat’ launched at Gaghas village of Mewat under PPP mode.

STRENGTHENING OF SOIL TESTING PROGRAMME • Regular Campaigns are launched for collection of Soil Samples. • 3.5 lac Soil Health Cards (SHCs) are targeted annually. • 13.60 lac SHCs have been distributed so far. • Targeted to cover all 15.28 lac farming families by March, 2012. • 33 static STLs & 2 MSTLs are operational. • 21 STLs & 1 MSTL are equipped for Micronutrients analysis. • STLs Karnal, Ambala & Rohtak are equipped with Inductively Coupled Plasma Spectrometer (ICP). • 27 STLs are housed in Govt. buildings. • All STLs are computerized for registration and preparation of Soil Health Cards. • Digital district soil fertility maps for each nutrient depicting village level information are available on departmental website. • Power back-up with 10 KVA Generators. • High-tech testing equipments are available. • Broadband internet connection is there. • 51 New Posts have been created for the new STLs.
SALT AFFECTED SOILS • Reclamation of Saline & Alkali Soils • 49,000 ha area affected with Salinity & Water-logging, out of which 7,002 hectare area reclaimed so far. • Estimated 1,84,000 ha area affected with Alkalinity which is to be reclaimed with application of Gypsum in phased manner. • 3.25 lac hectare of Alkaline soils have been reclaimed so far. • Remote sensing imageries are used to identify saline soils of districts Rohtak, Jhajjar, Jind & Bhiwani. Another 4 district namely Gurgaon, Mewat , Palwal & Faridabad in progress • Digital Data Loggers at 24 blocks in Rohtak, Jhajjar, Karnal & Kurukshetra installed to monitor ground water quality and depth through GPRS. • HEALTHY SOIL – HEALTHY HARYANA

National Project on Management of Soil Health & Fertility • The project was sanctioned during 2010-11. • Rs. 144.10 lac received as 1st installment from GOI against approved outlay of Rs.295.10 lac during 2010-11. • 3 Static STLs at Kalanur, Assandh & Shahabad have been established . • 1 MSTL equipped with Micro-nutrients analysis is operational. • Strengthened 5 existing STLs for Micro-nutrients analysis. • Field demonstrations have been laid during Rabi 2011-12. • Training camp of farmers organized. • Training of extension officers/STL staff is under progress. • 1 Static & 2 MSTLs (1 under PPP) would be established after receipt of 2nd installment of 2010-11 (i.e. Rs. 151 lac) from GOI. • Proposal of Rs.457.10 lac submitted to GOI, to set up 3 New Static STLs & 3 MSTLs (1 under PPP) during 2011-12.
STEPS TAKEN TO IMPROVE SOIL HEALTH • Promotion of Green Manuring • Area of 4.25 lac ha covered under green manuring so far. • Dhaincha seed is being provided @ 90% subsidy • Targeted 1.0 lac ha during 2012-13. • Promotion of Summer Moong • Promotion of Summer Moong under State Plan Scheme and A3P. • Varieties ‘SML -668’, ‘Satya’ & MH-421 to be promoted. • 1.0 lac ha area targeted. • Certified seed of Moong on 50% subsidy. • 16,666 demonstration of one acre. • 14 units (14,000 ha area) under Accelerated Pulse Production Programme. Contd.. • Promotion of Guar Crop • A new scheme for the promotion of Guar crop implemented. • 3.00 lakh ha area targeted under Guar crop during Kharif, 2011. • Short duration high yielding varieties (H.G. -365 and H.G.-563) to be promoted. • Collaboration of Industrial houses. • To mitigate deficiency of sulphur Gypsum is being provided @65% subsidy. • Targeted 1.25 lac ha during 2012-13. • Micronutrients fertilizers are available at 75% subsidized rates with amaximum ceiling of Rs.750/- per ha under centrally and state sponsored schemes. • Targeted an area of 1.35 lac ha during 2012-13. • Bio-fertilizers is being provided on @50% subsidy.
FERTILIZER AVAILABILITY & CONSUMPTION RABI 2011-12 (Lac MTs) • Fertilizers shortage experienced in some parts of the State in the month of November, 2011 & December, 2011 due to delayed arrival of railway racks. • Presently no shortage of any fertilizers.
REQUIREMENT OF FERTILIZERS KHARIF - 2012 (in lac MTs) • Hafed to stock 2.50 lac MT urea & 3.00 lac MT DAP. • Monitoring of fertilizers on day-to-day basis. • Balanced use of fertilizers will be promoted. • Urea share of Hafed has increased and Ministry is requested to allocate maximum quantity of urea Fertilizer to IFFCO, KRIBHCO, NFL and IPL to distribute through co-operative channels accordingly. • Hafed has stocked 0. 10 lac MT Urea and 1.31 lac MT DAP.
FERTILIZERS TESTING Quality Control • 51 FIRs have been lodged during 2011-12 (upto 21-2-2012)for volition of various provisions of FCO-1985 . Licensing Officers = 21 Notified Fertilizer Inspectors = 328 State Fertilizer Quality control lab. = 3 (Karnal, Hisar & Rohtak) Capacity = 1700 samples each annually

WATER MANAGEMENT • Under Ground Pipe Line System • Subsidy @50% cost of the system or maximum of Rs.60,000/- per beneficiary. • Area covered – 1.0 lac ha so far. • Targeted to cover 70,000 ha area during 2012-13. • Sprinkler System • Subsidy @50% cost of the system or Rs.7,500 per ha upto 5 ha per beneficiary. • 1.3 lac Sprinkler Sets provided on subsidy. • Targeted 20,000 Sprinkler Sets during 2012-13. • Drip System • Subsidy @90% of the cost. • Covered 3,500 ha of cotton & sugarcane during 2011-12. • Targeted 17,000 ha of cotton & sugarcane during 2012-13. • Laser Land Leveling • Laser leveler provided on @50% subsidy subjected to maximum of Rs.50,000/- per implement. • Zero Tillage technology • Zero till seed drill provided on @50% subsidy or Rs.15,000/- per drill.
DIRECT SEEDING OF RICE • Promotion of Direct Seeding of Rice. • A new scheme for the promotion of Direct Seeding of Rice introduced. • Awareness campaign to educate the farmers. • 1,000 demonstrations to be organized. • Promotion of Multi-crop Planter.
PROMOTION OF FARM IMPLEMENTS • 500 Laser Land Levelers targeted to be distributed on subsidy. • Subsidy @Rs.50,000/- per machine. • Provision of Rs.2.50 crore as subsidy during 2012-13 LASER LAND LEVELER • 5,00 Straw Reapers will be distributed on subsidy. • Subsidy @Rs.40,000/- per machine. • Provision of Rs.4.0 crore as subsidy during 2012-13. ISSUES • Damage to crops due to frost is not covered under Natural Calamity Relief Fund (NCRF). Frost is also a natural weather condition and damage to crops due to frost should also be covered under NCRF. • Subsidy on Gypsum is provided @ 50 % of the cost of the material + transportation cost subject to maximum limit of Rs.750 per ha. GOI should enhance the subsidy to 50 % cost of the material + transportation cost subject to a maximum limit of Rs.1000 per ha • Incidence of Yellow Rust is a serious problem. Adequate availability of seed of resistant varieties of wheat like HD-2967 & PBW-621 etc. should be ensured in the next season so as susceptible area may be saturated with the seed of resistant varieties. • Adequate No. of minikits of wheat variety HD-2967 & PBW-621 should be allocated during next year & size of minikit should be minimum half acre. • Certified seed of moong is very costly & subsidy provided by GOI for seed of pulses is 50% or Rs.1200 per qtl. whichever is less which is very small. It should be enhanced to 50 % of the cost of the seed without any cap so as programme of summer moong can be promoted. Contd.
