  2. NIST’s Role • To promote and help facilitate uniformity in legal metrology, especially in weights and measures standards and practices, and provide traceability to national standards.

  3. NIST’s Role • NIST has no: • police power or authority over the States. • we obtain uniformity and provide traceability through cooperation, standards development and training. • Most weights and measures inspection activities are carried out at the state and local level.

  4. Handbook 130 • “Uniform Laws and Regulations in the areas of legal metrology and engine fuel quality” • Published by NIST to promote uniformity • Developed through the NCWM • Uniform laws and regulations • Serve as template or model • Adoption by States: • Some adopt in entirety • Some use as guideline • Some do not use at all

  5. Handbook 44 • “Specifications, Tolerances, and Other Technical Requirements for Commercial Weighing and Measuring Devices” • A product of the weights & measures community • Published annually by NIST to promote uniformity • Developed through the NCWM • Adopted by all states

  6. OWM Activities • Work with NCWM to develop documentary standards (e.g. HB 130, HB44) • Training of state regulators, laboratory metrology and industry personnel • Technical Support including the coordination of various work groups

NIST USNWG on Taximeters • NCWM and NIST agreed to the formation of a WG to address the need for an update of existing standards and development of new requirements and policies to address emerging technologies • NIST OWM agreed to organize and provide technical advice for this work group • A preliminary review of existing HB44 Taximeter Code in August 2011 was circulated to stakeholders who were asked to review and comment

NIST USNWG on Taximeters • Web-conference on May 23, 2012: Orientation • Face-to-face meeting September 24-26, 2012: Addressed technical issues. • The latest meeting resulted in additional changes to proposals for the HB 44 Taximeters Code and plans for formation of a subcommittee to analyze data and develop standards to address GPS, smart-phone apps.

NIST USNWG on Taximeters • Further amendments are being reviewed and based on comments subsequent meetings will be scheduled. • Outcome of the USNWG will be a standard for regulatory officials to use in evaluation of today’s taximeters • Harmonization with relevant International Standards: OIML R21
