TEACHER EDUCATION (PRESERVICE) • Pre-service Teacher Education is the education and training provided to student teachers before they have undertaken any teaching. (wikipedia) • Pre-service training is instruction which takes place before a person begins a job or task. • Quality Education demands well-trained and qualified teachers. While rapid expansion of educational facilities in the country point to the increasing need for teachers, the last decade or two has seen a number of changes in the curriculum to bring about a more child centered, activity based and content relevant education placing high demands on teacher quality.
Samtse College of Education, formerly National Institute of Education (NIE), Teacher Training Institute (TTI) and Paro College of education (TTC) pioneered (lead the way) teacher Education in Bhutan • 1968 Introduction of Diploma for Primary teacher at TTI Samtse with 38 trainees • 1975 Diploma in Primary teacher training started at TTC Paro with 15 trainees. • 1983 Introduction of degree level course for secondary school teacher at Samtse. • 1990 Introduction of Postgraduate Certificate course in Education at Samtse • 1992 Introduction of Diploma for Primary teacher in Dzongkha at Paro
1993 Introduction of degree level course for primary school teachers at Samtse. • 1999 Introduction of degree level course (B. Ed) at Paro College of Education. • 2000 PTC phased out from Samtse College of Education. Introduction of Apprenticeship program • 2001 Introduction of Dzongkha PGCE at Samtse
2003 PTC phased out from Paro College of Education • 2006 Introduction of Dzongkha PGCE at Paro College of Education • 2009 Introduction of Four year Degree Program at two colleges of Education
APPRENTICESHIP PROGRAMME • Apprenticeship program was mainly done to provide some initial experiences to high school graduates in teaching before they join the formal 3-year Bachelor of Education (B.Ed.) program at the National institutes of Education, Paro and Samtse. • Allow the students opting for teaching to test their aptitude in teaching. • The 6 months apprenticeship is taken as a probation period in which they try to find out if they really possess the aptitudes for becoming a teacher.
In the process if they do not find a good match between the demands of teaching and their personal characteristics, they have the option to change their career. • Help the student teachers experience practical aspects of teaching before joining the institutes for actual training. • The Royal Civil Service Commission and the national institutes of Education under the aegis of the Ministry of Education made an arrangement where the Bachelor of Education could be of four years instead of three years.
to help the trainees relate the training program to the field realities when they join the institutes after the apprenticeship. • This is done with a hope to make their training program more relevant and realistic. • Familiarize the student teachers with the teaching profession and to help them learn about what teaching profession entails. • During this apprenticeship period, they are not just expected to gain some experience of teaching and dealing with students but also to learn about the overall management systems in the school and the educational policies.
Bachelor in Education • Train Pre-service teachers who can teach effectively in school in Bhutan. • Facilitate the trainee-teachers the growth of positive attitude towards their profession and towards learning, which they will pursue through out their lives. • Equip trainee teacher with knowledge, skills and attitude to participate fully with confidence in the education system in particular and in the Bhutanese society in general, and to be able to function as an effective agent areas of national development. • Instill in the trainee teachers, a true sense of commitment and loyalty to the teacher’s code of conduct.
Bachelor of Secondary Education • The B. Ed Secondary course was launched in 1983 when TTI was upgraded to NIE. • The curriculum developed for the degree course was reviewed and revised by renowned curriculum experts from the University of London, Institute of Education who came periodically as moderators and external examiners until the institute was able to handle its program on its own by mid 1990s. • The Bachelor of Education (B. Ed) program of the College of Education has been designed in accordance with the larger goals of the Royal Government of Bhutan.
Course Structure • The program contains 40 modules spread over eight semesters during their four years of study. • The student teachers take five modules each semester. • They go for teaching practice during the sixth semester. • The field teaching practice is considered equivalent to five modules. • They are 4 modules of personal development studies, 11 modules of professional development studies, and 10 modules of major 1 and another 10 modules of major 2.
B.Ed Primary Program • The B.Ed Primary Program was launched in 1993 in order to prepare and create a group of people with higher qualification to provide the much needed academic and professional leadership at the primary level. • It is also intended to create a forum for the students with class XII passed certificates, who are interested in primary education and who have the aptitude for becoming good primary teachers with a degree course. • All modules are focused on the education of PP toVIchildren, with inclusion of modules like creative arts, children with special needs and foundations of early childhood. All modules draw on recommended texts and references and have been developed and arranged to provide a balance between theory and practice and between pedagogy and subject content.
The program contains 40 modules spread over four years of study with third year practicum covering five of these. • In general, years I and 2 concentrate on lower primary modules and years 3 and 4 on upper primary modules with the opportunity in the 8th semester to further develop their knowledge concerning certain subjects, classroom skills, and related studies. • All modules are theory-based with practical implementations, logically spread within the structure for sound and logical progression from modules being built on learning developed in earlier modules.
The aims of the program are to: • Produce competent and committed teachers able to teach any class and any subject in the primary Classes(PP-VI). • Develop desirable spiritual, moral, social and cultural values and attitudes, and confidence to develop the same in the students under their charge as teachers • Understand the national needs and aspirations in the light of the National Education Policy and play their role in achieving the objectives laid down in the policy. • Develop a positive attitude towards the profession and its continued development
Post Graduate Certificate in Education • The Postgraduate Certificate in Education (PGCE) programmed commenced on 1989 in NIE, Samtse. • It had been offered for the last eighteen years till 2007. • It was a one-year programmed, commencing on February and ending in December. • Initially only eight to twelve graduates used to join the PGCE but from 1996 onwards a large number of graduates started joining it, and afterwards more than 50 graduates used to be admitted every year. • The PGCE programmed was changed to PgDE in 2007 after its validation by the Royal University of Bhutan in August 2007.
This programme consists of six professional development modules, two subjects of specialization modules, two personal development modules, six-week teaching practice, co-curricular activities, Computer Literacy and DriglamNamza. Selection criteria for the successful candidates1. Have at least 45% aggregate in the Bachelor� degree2. Have obtained a minimum of 45% marks in the Bachelor�s degree examination in at least 2 subjects prescribed for the Bhutanese Secondary School syllabus 3. Have obtained at least 40% & 45% in English in X & XII final examinations. 4. Character certificate5. Other certificates/supporting documents

The aims of the course are: • Produce a number of graduates capable of teaching two subjects at secondary levels. • Develop professional maturity in terms of experience, competence and confidence. • Develop awareness of the social context in which they belong and the organization of the institutional system in which they will be working. • Promote in the teachers a desire for continuous professional growth and for in-depth knowledge of their two teaching subjects and other aspects of education.
Produce resourceful teachers able to participate fully in the community and willing to play an active part in at least one area of national or community development; • Provide a basis of faculty development at school and tertiary level s whenever the need arise
