WHAT WHAT • The online tests are task-based, self-assessment instruments based on the Canadian Language Benchmarks • Assesses the two language skill areas of Reading and Listening • The tool assesses English and/or French proficiency on a scale from Benchmark 1 to 9
HISTORY HISTORY • 2004 - Feasibility Study for Online test development • Findings: No computer adaptive testing available for low stakes purpose • Proposed Concept: Web-based, low-stakes language assessment tools based on the Canadian Language Benchmarks (CLB) • A partnership was formed between The Centre for Education & Training (TCET) and the Centre for Canadian Language Benchmarks (CCLB)
HISTORY HISTORY • English and French online self-assessments were developed: • The Canadian Language Benchmarks – Online Self-Assessment (CLB-OSA.ca) • Niveaux de compétence linguistique canadiens – Autoévaluation en Ligne (NCLC-AEL.ca) • First Project involved development and piloting in Canada and Offshore (Japan, China and India)
HISTORY HISTORY • Piloting involved testing: • Functionality of test on and offshore • Accessibility, ease of navigation • Clarity of instruction, ease of access to support materials • Delivery/technical requirements • Pilot test results were compiled, report submitted, and test was shelved
HISTORY HISTORY • In 2008, awarded the contract implement the • CLB-OSA.ca and NCLC-AEL.ca Nationally. • Website and content were adjusted according to the previous project’s report and recommendations • The applications were piloted across Canada and offshore (China, India), and the site was launched live
CURRENTLY CURRENTLY • The tests are live online and accessible by all • To date: • Over 3000 registered users • Contract pilot target 480; piloted to over 1000 • Marketed to over 200 organizations across Canada • Links to Settlement.org, CCLB, Citizenship & Immigration Canada

OBJECTIVES OBJECTIVES • Nationally and Internationally implement the tool in English and French • Develop, pilot and implement new forms of the test • Provide information to users regarding: • language proficiency • training/accreditation requirements in Canada
OBJECTIVES OBJECTIVES • Provide information to: • newcomers, settlement workers, immigration information counsellors, educators, etc. • Evaluation of the usability and effectiveness of the tools and support resources
OVERVIEW OVERVIEW • Provides users with access to a proficiency determination tool that is: self administered, easy to use, CLB based, provides immediate results • Provides a general indication of English/French language proficiency • Tests areas of Reading and Listening measured on a scale from Benchmark 1 to 9 • Results provided in a range of three levels (1-2-3; 7-8-9) • Provides links to valuable resources
OVERVIEW OVERVIEW • Resources Provide: • Information by province about the CLB • Information about language training across Canada • Information about language proficiency level requirements in Canada for immigration, post secondary studies, professional programs, employment, etc.
INTENDED USERS • Newcomers and prospective immigrants • Adult learners of English and/or French • in training, educational and workplace centres in Canada and abroad • Instructors and trainers of adult learners of English and/or French in Canada and abroad • Counsellors of prospective immigrants and Newcomers to Canada
TECHNICAL REQUIREMENTS • To use the online assessment website, computers and Internet browsers should meet the following minimum requirements:

SURVEYS SURVEYS • Demographic data and Feedback from test-takers is presently being collected through on-line surveys through • All data will be compiled and analyzed to further develop and implement the test • A future survey is being developed as part of the application
