Chapter Four: RBA in Strategic Planning • This chapter contains 15 slides of instruction • There are two general areas of focus for this Chapter: • Understanding how the strategic planning tables are structured • Understanding the history and numbers of Indicators in the Strategic Plan • The concepts covered in Chapter Four are: • Strategic planning table logic model structure • History and reason for the number of indicators in the Strategic Plan, and reasons for reviewing indicators First 5 Kern 2007 SP Homework Chapter 4 - RBA in SP
Logic Model • In the Strategic Plan there is a section that is laid out in a table format. These tables use Results Based Accountability (RBA) concepts to help identify the Result/Outcome the Commission is focused on and the general issues or Objectives within each Result area the Commission is focused on, and the more specific Strategies/Activities that define the “How” the Objective and Result area would be addressed. • Following is a sample of the type of Logic Model format found in First 5 Kern’s Strategic Plan, and the subsequent slides provide a simplified explanation what each column in the table is used for. What is a logic model? The logic model table: • Tells the story about what are the Objectives and Strategies/Activities the Commission is focused on in its Strategic Plan, as well as shows what the Commission is working to accomplish • Provides a format to show how the Result/Outcome Strategic Areas relate to the Objectives issue areas in the Strategic Plan • Provides a format to show what indicators are being focused on for each Strategic Area and each Objective • Provides a visual road map or picture of how the Commission’s core issue areas are organized First 5 Kern 2007 SP Homework Chapter 4 - RBA in SP

There are 54 Result Indicators in the Strategic Plan The large number Result Indicators is a function of the Strategic Plan’s broad focus and four Strategic Areas of work The Results Indicators in the Strategic Plan fit with Result Indicators discussed in the First 5 CA’s Indicator Book and the state Commission’s four Strategic Areas The Commission should provide clear guidelines to Staff regarding the purpose of the review of indicators – for example: Indicators may no longer fit the Strategic Plan’s focus Indicators may need to be reworded or restructured to focus more on Results Indicators may need to be reviewed to understand their value over the longer term Strategic Plan Result Indicator Overview First 5 Kern 2007 SP Homework Chapter 4 - RBA in SP
