German Engagement in the Water and Sanitation Sector • BMZ prioritizes water and sanitation as one of three key sectors in Africa • Germany is the largest bilateral development partner in Africa (annual commitments of about 100 Mio. Euro per year, resources almost doubled in 2010) • On the transboundary level Germany supports more Basin Organizations than any other bilateral development partner and is the most important partner of AMCOW • BMZ plans to reach 30 Million people in Sub-Saharan Africa with water and sanitation until 2015
Why do we need an ICA Water Platform? Spending required to reach the MDG targets: lack of more than 18 billion USD each year ICA Annual report shows an overall increase in investments in Energy, ICT and Transport Sector, but water… … commitments have decreased during last years(decrease of 38% from 2007-2009) Private Sector engagement remains difficult ICA Water Platform aims at overcoming the challenges for partner countries, private sector and donors
Background ICA Annual Meeting, May 2010: Germany announced launch of Water Sector Platformand financial support of up to 2 million EUR (Secondee and financing of platform activities) January 2011: German Secondee started work in the ICA Secretariat February - April 2011: Drafting of the “Inception Report” including proposal of first activities in 2011 May 17th, 2011: ICA Members Meeting: Presentation and Discussion of planned focus and activities with ICA Members and adoption of Inception Report

Guiding Principles of the Water Sector Platform According to Draft Inception Report - to be discussed & approved by ICA Members: • ”Convening Power”: Facilitate coordination and knowledge exchange of ICA members, “non-members”, initiatives and African stakeholders • Lean and pragmatic focus on identifying & financing of “bankable projects” • Supporting African Stakeholders in their communication towards ICA Members • Pro-active, output and implementation-oriented Platform to solve identified problems • Complement activities of existing initiatives and avoid duplications
Enhanced Coordination • AMCOW Workplan – Activities 2011: • “Identification of barriers to private sector engagement” • “Documentation of best practices in cross border investments & benefit sharing in TWR” (compendium) • “Matchmaking” : • Organization of a regional information session/marketplace • Implementation of regional partners and project register Brokering of Regional Programs • PIDA Process: Brokering of Priority Projects identified by PIDA Water Knowledge • Knowledge Archive: Implementation of a water- sectorrelatedarea Suggested Activities for 2011 Next Steps • Discussion and Approval of Inception Report (May 2011) • Prepare Concept Notes and ToRs for Activities (June/July 2011) • Preparation of 1st Water Plattform Meeting (3rd Quarter 2011)
