  2. Washington’s Presidency (1789-1797) • Unanimous choice • Organized executive departments (Cabinet) • State – Thomas Jefferson • Treasury – Alexander Hamilton • War – Henry Knox • Attorney General – Edmund Randolph

  3. Foreign Policy • French Revolution • Americans supported movement, if not tactics (beheadings, mobs, etc.) • Had an alliance w/ monarchy, not the revolutionary forces • Britain was seizing US ships that traded w/ France

  4. Proclamation of Neutrality (1793) • Washington believed we were too young and weak to engage in European war • U.S. would remain neutral • Thomas Jefferson resigned from the cabinet in disagreement • “Citizen” Genet – French diplomat appealed to American people to support revolution • Even Jefferson approved of his removal

  5. Jay Treaty • Supreme Court Chief Justice went to Britain to talk about seizing American ships • Eventual agreement to evacuate western posts. • Worried Spain, so they agreed to open Mississippi to U.S. trade and agreed to FL boundary.

  6. A 1795 cartoon depicting Washington warning party men to let all three pillars of Federalism, Republicanism, and Democracy stand to hold up Peace and Plenty, Liberty and Independence. At the left a Democrat says "This Pillar shall not stand I am determin'd to support a just and necessary War” and at the right a Federalists claims, "This Pillar must come down I am a friend of Peace".

  7. Courts • Only court in constitution is Supreme Court • Congress set up the rest • Judiciary Act of 1789 • Set up Supreme Court of 1 chief and 5 associate judges • Empowered to rule on state court decisions • 13 district courts and 3 circuit courts

  8. Hamilton and Finances • 1. Pay off national debt • 2. Protect infant industries • 3. Create a national bank for depositing government funds and printing money • Supported by northern merchants (tariff and currency)
