Rural Counties Encore Fellow Project Objective: Research the market potential, feasibility and fit for Encore Fellows working in rural county governments and school districts. Work plan: Basic research (Phase I 6/15) Market research; go/no go (Phase II 10/15) Pilot program(s) Evaluation
Rural Counties • Why rural county governments? • Just because they are small, rural and poor doesn’t mean they can’t manage well and take advantage of modern technology. Phase I & 2 Work Plan / Objectives at Project Inception • Basic research (Phase I) • Geography and demographics • Identify relevant organizations (develop Contacts) • Build a list of people to interview • Market research --- Answer the following questions (Phase II) • Are there needs that could be met using the Encore Fellow model? • Would the impact exceed the effort? • Would targeted organizations be receptive? • What skills are most needed? • What are the logistics issues? Can they be overcome? • Are there enough fellows who would take the assignments? • What would be the typical funding model? • Are funding grants available?
What Really Happened: Plan A,B,C……….. • Situation • Starting from zero with just an idea (knew Sierra County) • No contacts, no brand recognition, no recognized need • Rural really is different • Financial crisis in the State thus the counties • Geography • Getting started • Data gathering • SEDCorp, RCRC • Expand the network

What Really Happened: Plan A,B,C……(cont) • “Final” Recommendation (plan B) • Launch a pilot program assuming • A Sacramento EF program which assumed • A program operator • The participation of others • No Program Operator / No major sponsor (plan C) • Find 2-3 HP or Agilent Fellows in Sac area • Find 2-3 workhosts in Sac area • Run a 1 year pilot program • Plan on Sacramento program in 2012 • Get more Fellows and workhosts interested for 2012

Help them create greenhouse gas inventories and climate action plans • TPC --- Implementation strategy, start up, organization development • Potentially 1 more engagement (workhost and Fellow)
