INITIATIVE TOWARDS SAFETY • Inspection & Certification • Modern Computerized I&C Systems to be • set in all states • The GOI should look into increasing the • frequency from one year to 2 years for BS IV • Vehicles as the modern vehicles are • equipped with advanced safety features • like ABS, OBD, etc. • Roadmap for introducing I&C for private • vehicles in a phased manner needs to be drawn. • GOI could look into PP mode with strong central monitoring system.
NEW SAFETY STANDARDS IMPLEMENTED Speed limiters for select categories of vehicles, 1st October 2015 Antilock braking system for M3 ,N3 From 1 Apr 2015 for new vehicles Fitment of rear marking plate for N3,N2,T Category From 1 Apr 2015 Provision of child restraint system for M1 category from 1 Apr 2015 Interior fittings in other than M1 category vehicles from 1st April 2013 Towards safer vehicle Bus Body Code for M3 category from 1 Oct 2014 for new vehicles Electro magnetic compatibility for BS IV models from 1 Oct 2015 Upgraded standard for rear and side underrun device for M2,M3,N2,N3 category from 1 Oct 2014
INITIATIVE TOWARDS SAFETY • Computerisation of Pollution Under Control System • The PUC system presently is considered to be weak. • Need to strengthen the PUC system using the Delhi model • Real time computerisation of PUC systems to be implemented in all states • Robust Control & monitoring system to be established in all States. • States to set up dedicated teams for surprise checking & Inspections of PUC centres • Random checking of on Road Vehicles • System to be put in place for sending notices to Vehicle owners who do not go for PUC checking.
INITIATIVE TOWARDS SAFETY • Round table / Workshops for State Transport Authorities • To spread the knowledge on upcoming technology and safety features coming up in automobile need to have regional Workshops / Round Tables on a fixed intervals. • Transport Officials • Pollution Control department • Police • Objective of the workshop will be to create awareness & impart information on rules and regulations covering the vehicles and the roadmap of the new regulations notified. • SIAM would be happy to support the same. Blind Spot Monitoring Adaptive Cruise Control Forward Collision Warning ! Supports the driver during long distance drives. Helps to prevent rear-end collisions. Helps to prevent side collisions. !
MULTI PRONGED STRATEGY TO IMPROVE ROAD SAFETY • Real time traffic Management with use of • technology for stringent enforcement. • Action against over-loading & drunken driving. • Enforcement of use of seat belt by four wheelers and use of ISI helmets by two wheelers. • Road accident crash investigation.
MULTI PRONGED STRATEGY TO IMPROVE ROAD SAFETY • Compulsory training before issuance of permanent driving license for commercial and private vehicles. • Accreditation of Workshops and Garages • Develop Enforcement and audit systems • using Technology
INITIATIVE TOWARDS EASE OF TRANSPORT • Registration of vehicles • Registration of both Commercial & Private vehicles in all states to be done through the automobile dealers network linked to Vahan data base • Registration number portability should be established on the lines of the mobile number portability. • The rules of High Security Number Plates should be further stenthened including the process for fitment and monitoring • Integration with Vahan Data Base
