Ⅰ. Background/History SPS eCert initiative was included in APEC Trade Facilitation Action Plan April 2004 2002-3 2004-5 • Discussed at the Taiwan-Korea Plant Quarantine Conference to • develop the eCert system • As a way of preventing the forgery of Phytosanitory Certificates(PC) • and the fraud export of Chinese agriculture product • Developed eCert system using the eCert Data Standard provided • by Australia and New Zealand • Developed the 1st phase of eCert system(Web View Access) : 2004 • Developed the 2nd phase of eCert system(SOAP Method) : 2005
- History • Provided User ID to Taiwan, Australia and New Zealand • Taiwan : Exposed the fraud export of Chinese agriculture product • from Korea to Taiwan using eCert website(Febraury 2005) January 2005 November 2008 – May 2009 • Electronic Certification Trial with Australia for plant products • Method : Web View Access • Result : Taking longer to clear goods, and resulting in poor time • and increased costs • Australia and Korea will investigate the available IT options • with the view to reconsider full implementation in 2011
- History • Completed upgrading eCert system in order to improve scalability • and standardization • Scalability : Adapt to increased demands of eCert exchanged • Standardization : Prepare to implement the UN-CEFACT Schema December 2010 2011 • Official Pilot : Electronic exchange of PC with the Netherlands • for seeds for sowing • Method : SOAP Method • Main Issue : Implement the UN-CEFACT Schema and develop a Standard • Massage(XML format, data elements, etc.)

- Online Quarantine Application System Internet-based Online Quarantine Application System(OQAS) Intranet Plant Quarantine Information System (PQIS) Application Information Application NPQS Network UNI-PASS System Result Inspection status (Including Result) Client CUSTOMS • Enable clients to submit the inspection application and check the inspection status • through the Online Quarantine Application System or UNI-PASS System. • Clients have two options to submit the application via the internet. • - OQAS made by NPQS or UNI-PASS System made by Customs • They can check the inspection status by themselves on the websites. • - Confirmation of acceptance, Disinfection, Inspection result(Approval, Destroyed, etc.)

Ⅴ.
