  2. Background • Established in 1961 • PPD is a State management agency under the Ministry of Agriculture and Rural Development (MARD) • Employs around 500 staffs working in the areas of plant protection, plant quarantine, inspection, and pesticide management

  3. Mandate • To carry out plant protection extension activities • To administer plant quarantine activities at the national level • To conduct pesticide management including pesticide registration and residue control • Food safety management

Plant Protection Network • Plant Protection Division: responsible for formulating policies and pest control programs • 4 Regional Plant Protection Centers: guiding provincial plant protection authorities in pest control • 63 Plant Protection Sub-departments: working at field level and under the jurisdiction of provincial People’s Committees • Manpower: nearly 5,000 Plant Protection Officers

  6. Plant Protection Activities • Pest surveillance and forecasting to provide early warnings • Implementation of pest control programs (IPM; GAP). • Training of trainers and farmers on IPM and GAP.

Plant Quarantine Network • Plant Quarantine Division takes overall responsibility to monitor plant quarantine performance and formulate quarantine policies and standards • 9 Regional Plant Quarantine Sub-departments with over 60 Plant Quarantine Stations are responsible for phytosanitary inspection of cross-border plant commodities at seaports, airports and land border ports. • Plant Quarantine Diagnosis Center provides technical support • 2 Centers for Post Entry Quarantine • Manpower: over 300 quarantine staffs

Plant Quarantine Activities • Providing phytosanitary inspection services and certification for the import and export of plant commodities • Supervising phytosanitary treatments for the import and export of plant commodities • Undertaking domestic and post entry quarantine procedures • Conducting pest risk analysis (PRA) • Conducting research and development activities in plant quarantine area • treatment for fruit flies • Joining research with Japan to treat fruits by VHT • Cooperating with China to monitor fruit flies

Regulations • Ordinance of Plant Protection and Quarantine 36/2000/PL-UBTVQH10, dated 25 July 2001 • Decree No.02/2007/ND-CP of the government on plant quarantine, dated 5 January 2007 • Decision No.34/2007/QD-BNN of 23 April 2007 publishing the list of regulated articles subject to pest risk analysis before importing into Vietnam. • Decision No.48/2007/QD-BNN of 29 May 2007, Regulation Procedure for issuance of the phytosanitary import permit for articles subject to pest risk analysis before importing into Vietnam. • Decision No.89/2007/QD-BNN of 29 October 2007 of Minister of Agriculture and Rural Development, promulgating regulations on state management on fumigation practice for regulated articles.

  12. New and coming regulations • Circular No.13/2011/TT-BNNPTNT guiding the food safety control for imported foodstuffs of plant origin • Control procedures imported foodstuffs of plant origin under the management of the Ministry of Agriculture and Rural Development; responsibilities and jurisdictions of parties concerned. • New Law on Plant Protection is being drafted and will be submitted to the National Assembly in 2013.

  14. Emegency actions • Action applied: • Notify the country where commodities come from • Re export applied in case of non-compliant repetition • In country action: fumigation, surveillance …

PRA completed • From 2007, Vietnam develop legal framework, training staffs, formulate PRA belong to Decision No. 34 base on ISPM No.2 and ISPM No.11 • Up to now PPD have already finally many PRA reports for importing plants and plant products, base on this we have to conduct condition requirement for importation commodities.
