Divide ports into groups or focus on the improvement? • Stakeholders’ requirements and acceptance • Workshop & questionnaire, TPT-WG, other platform or ways?

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 APSN GPAS Index Frameworks Three Key Factors ♦ Commitment and Willingness (CW) ♦ Action and Implementation (AI) ♦ Efficiency and Effectiveness (EE) • Two principles • Highlight the efforts have been made and how much improvement have been achieved, outlook the physical difference in technology, development level, facilities and so on; (Ports are very diverse in APEC) • Follow the principle of voluntaries but expect the guidance from the government.
