  4. Alternative models of delivery - Why Bother? • To make savings • To become sustainable for the future and protect services from future cuts • To improve performance • To respond to ‘Big Society’ policies • To be more flexible and integrated

  5. And devolution as well?....... • To respond to social circumstances? • To gain independence and be less bound by policy? • To be more flexible?

Issues to ponder • Control – how much devolution is your authority happy with and can it be applied to areas where there is a statutory responsibility (e.g. Libraries)? • Integration – will devolution actually block integration with other services (e.g. Education)? • Elected Members – where do they fit in? • How does devolution fit with commissioning? • How are savings actually made through these models?
