  3. North Carolina GHG Activities • Purposes/intent of this presentation • Give a brief background & status of the efforts to date • Provide a few key remarks on the current NC emission inventory process • Provide an intro into discussions of THE CLIMATE REGISTRY

  4. Background – CSA CO2 Reports • CSA Section 13 required reports by DAQ Sept. 1, 2003, 2004 and 2005 on CO2 • 2003 Report was “State of Science” • 2004 Report was “Range of Options” • 2005 Report contained Commitments and “Recommendations”

Two Separate, But Coordinated, Activities • Climate Action Plan Advisory Group (CAPAG) • DENR Initiated & Managed w/consultant-facilitator • Derived from Clean Smokestacks Act • Focus on Mitigation Options & Economic Benefits • Legislative Commission on Global Climate Change (LCGCC) • Legislature Initiated Late 2005 • Goal for Reduction in GHG • Mitigation Options

CAPAG • Develop Climate Action Plan • ~ 40 Stakeholders identify/prioritize range of individual mitigation options • Technical Consultant & five NC work groups complete technical/economic analysis of selected options • GHG Emissions Reduced (CO2e) • Cost / Benefits • Jobs Potential Estimates • Consensus of Advisory Group Determined • Support Commission on Global Climate Change

Summary of Actions to Date • CAPAG: Five Meetings • ~ 60+ Calls or Meetings across Five TWGs to date • Recommendations / Decisions by Consensus of Stakeholders • Considered Over 300 potential mitigation Options • Decided 53 Are Highest Priority for Analysis of Benefits and Costs • Reached an Early Consensus (Unanimous) on 16 Options – Jan ’07 • CAPAG Conveyed the 16 “Early Consensus” Recommended to LCGCC Feb ’07 • Legislature is currently actively entertaining several Bills

Remaining Expected Timeline • Two, maybe Three, more CAPAG meetings (May 8-Yesterday and July 16, +~Fall 2007), to Refine and Complete Analysis • 37 Remaining Options – Objective is Consensus on All Options • Technical work group analysis and discussions between CAPAG meetings (~20+ more TWG meets/calls-all open to public at DAQ offices @ 2728 Capital Boulevard) • Final CAPAG Report Dec ’07 • Assist LCGCC Until Its Conclusion in April 2008

LCGCC • Established by Legislature in 2005 Session • 34 Members; inc. 18 Legislators – Others- Broad Cross Section of Stakeholders • Assess Impacts of Climate Change on NC • Need for Goal of GHG Reductions in NC • If “Cap” is needed, how stringent? • What Executive and/or Legislative actions are recommended? • Interim Report – Soon • Final Report April 15, 2008

  11. Relation of CAPAG to the LCGCC, “the Commission” • CAPAG/DAQ efforts complement and support Commission • Technical Support and advice on GHG Reductions Including Costs-Benefits • Several LCGCC members on CAPAG (~25%) and Workgroups (TWGs)

CAPAG Adopted Options re: registries, etc (only) • Cross Cutting (CC) early recommendation: • GHG Inventories and Forecasts • GHG Reporting • GHG Registry • Boil down to adapting current EI process (first for Title V point sources) and adding to expanding GHG-specific efforts • NC will initiate a mandatory Title V GHG inventory for CY 2008, reporting June 30 2009 • Lots of prep work still required before then

The Climate Registry (TCR), aka the “multi state registry” • NC represented on formational work group • Approximately 30 (+) states have expressed interest. • All states invited to join (?) • Decisions due in late April (Hopefully I have an answer for NC and perhaps a count on total who signed up) • Governed by a board and chartered as a 501 (c) 3 (not for profit)

TCR • Many technical details to be ironed out • AQ & GHG Terminology is not yet in harmony, e.g. • An AQ “inventory” is viewed as a top down process • and a “registry” to be a bottom-up process as the routine AQ emission inventory actually is. • Many other such terms and details to be worked out by late this year. • First registry year? • 3rd Party certification process and details • Indirect emissions • de minimis, etc.

  15. TCR • More detailed discussions needed? • Many states probably need to integrate into their permit process (GHG as pollutants, etc.)
