A Forest Carbon Market to Sustain Our Forestlands: Recent Developments in California A Presentation for: A New Currency for Conservation: Markets and Payments for Ecosystem Services from Our Nations and Farms May 18 - 20, 2005
The mission and work of the Pacific Forest Trust • Sustaining private forests for their many public benefits • Collaborate with landowners, policy-makers and communities • Incentive-based solutions
There is no guarantee private forests will be around tomorrow • A million acres of private forest are lost annually • For every acre lost, 2 acres are broken up into small parcels • Tripling rate of loss, highest of any land type Forest subdivision in Washington state
The Forest Sector is a Source of Global CO2 Emissions • Forest Sector contributes approx. 20% of global CO2 emissions - largely due to forest loss • Forest loss = CO2 emissions from 1.4 billion cars annually
Why are we losing our private forests? • • Increasing costs • • Increasing global competition • Increasing real estate values • • Turnover of both corporate and family forest ownership Older forests are highly threatened with loss -- and with them, invaluable resources
How will we stem the loss? Increase economic competitiveness by creating $ value for forest ecosystem services: wood, water quality, biodiversity, habitat and…..
…Forest Climate Benefits • The forest sector can produce significant climate benefits when- • Managed/restored to increase overall Forest C Stocks and • Protected to prevent CO2emissions
Emerging Value for Forest Carbon: GHG Emissions Trading Market • Kyoto Protocol • EU Trading Scheme • Other International Efforts • Australia, New Zealand, UK, Netherlands, Canada • WRI/WBCSD sector specific protocols • State/regional efforts (US) • RGGI/RGGR • W. Coast Governors Initiative • Voluntary GHG Registries • GA forest carbon registry • CA Climate Action Registry/Forest Protocols/CCX
California Forest Carbon Registry Program • Senate Bill 812 instructs CA Registry to include framework for forest sector • Identifies 3 project types to create GHG reductions • Conservation-based forest management • Reforestation • Conservation • Requires key project principles • Permanent easement • Native species • Natural forest management • Additionality
California Climate Action Registry Forest Protocols • Forest Sector Protocol • Appendix to General Reporting Protocol (non-biological emissions) • Entity reporting CA or nationwide • Reporting & quantification of entity (forest landowner) biological emissions • Forest Project Protocol • Practical guidance for establishment of project baselines/additionality, permanence and leakage (on-site) • Reporting & quantification of biological emissions and CO2 emission reductions • Forest Certification Protocol • Guidance for required 3rd party certification
CA Forest Protocols: Forest Carbon Quantification • Required and optional carbon pools • Complete Inventory of carbon pools: • Minimum confidence levels • Provide/establish sampling methodology: e.g., inventory plots information (plots must be < 10 years), stratification system, analytical methods to translate field data • Annual monitoring & reporting • Stock change accounting • Changes in stocks = emissions or reductions
CA Forest Protocols: Certification Protocol • Third-party certification required • Certifiers pre-approved through agency process • Certify non-biological emissions & biological emissions/reductions (i.e., changes in carbon pools) • Conducts direct sampling (sub-sample) and reviews process
Utility of California Registry Forest Protocols • Creates standardized accounting framework for GHG emissions and reductions • Fundamental component of cap & trade scheme • Can be replicated for other regions/incorporated into national system
