General Info. • Grants reflect federalism by showing relationship between federal and state governments • You should be able to name the types of grants, explain them and give examples
Grants in Aid • Funds given to states for specific purpose but sets requirements and standards • Ex.- Requiring states to raise drinking age from 18 to 21 if they wanted to continue to get funding for highway projects • 2 types- categorical or block
Categorical Grants • Specific purposes- by federal law • Example- build an airport, college dormitory • Specific Examples- Head Start, Food Stamp Program, • States usually must put up money to match the federal amount • 2 types • Formula Grants- money given out based on a formula • Program Grants- money given out for certain programs
Block Grants • Less restrictions • More leeway in spending for state or regional governments

Strings Attached • All grants have certain strings or conditions attached to them • Categorical usually have more strings • Example- No Child Left Behind (http://febp.newamerica.net/background-analysis/no-child-left-behind-funding)
Revenue Sharing • Instituted by Nixon in 1972 (hardly ever used) • Money given to states with no strings attached • Usually happens during government surplus
Mandates • Federal govt. tells states what to do • Example- American with Disabilities Act • Fed. Govt told states they had to make all buildings accessible to handicapped • States given no money (unfunded mandates) • Other examples • Environmental mandates, housing mandates, • Clear Air Act of 1970
