Mexican Customs Pre-Clearance at the Laredo International Airport • Mexican Customs at the Laredo International Airport pre-clears Mexico bound air cargo. • Users will be certified companies in the automotive, auto parts, electronics/electrical and aerospace industries. And as the project evolves other industries may be allowed to participate. • Air transportation is very important to the manufacturing sector which depend on “Just-on-time” delivery of inventory. Time and time again LRD has proven to be the safety valve that keeps industry humming when disruptions to the supply chain occur. • Air cargo arriving at Mexican airport avoids pausing at a bonded warehouse. This saves time and handling cost. Air cargo is off loaded and loaded onto a delivery truck and exits the airport. This will enhance efficiency of the operation by reducing delivery time and cost. • Air transportation is a more secured mode of transportation. And the LRD Mexican Customs pre-clearance will enhance security because the cargo operator / owner never loses sight of the cargo.
Mexican Customs Project – cont’d • Opens all of Mexico to international air cargo from all over the world directly from Laredo, Texas. Once the air cargo is positioned in Laredo, Texas the logistics company has the option of flying the cargo to Mexico or truck it to most of Mexico’s industrial cities and be there in 3 to 10 hours, something that can not be done out of LAX (20 to 35 hours), DFW (12 to 20 hours) or IAH ( 10 to 18hours). • Expands trade opportunities for Mexican products by providing access to air cargo for exports (returned flights). • For Laredo, our region and Mexico it means expansion of our economies. • Mexican Customs at Laredo will enhance NAFTA countries competitiveness with the rest of the world. • Mexican Customs Brokers will service the exports to Mexico. • City of Laredo invested over $3.3 million and is providing all the necessary facilities to include furniture and utilities. • Laredo’s FIS Facility is open for business and houses two Customs, U.S. and Mexico. • The LRD pre-clearance will forever change air cargo logistics to Mexico.

Procedimiento de revisión Aerolíneas transmiten al SAT el manifiesto de carga aérea 3 horas antes de que el avión despegue de Laredo. Si requiere inspección, SAT en Laredo solicita a CBP participar en la revisión de la mercancía. SAT en Laredo, analiza la información y determina si requiere inspección. Una vez efectuada la inspección, envía el resultado al personal de SAT en México, en cualquiera de los aeropuertos de destino. SAT en Aeropuerto de México, recibe y controla el ingreso y traslado de la mercancía. Si todo esta en orden, se dirige a su destino final
