NOC Definitions • Old/Original NOC • 5 digit auto-number • No organization • Many duplicates • Example: 00000 – 20000 • Transitional NOC • 5 digit number • One-to-one relationship with Intelligent NOC • Allows transition from old NOC to intelligent NOC • Example: 50000 - 59999 • Intelligent NOC • Hierarchical approach • Group similar crimes • Plan for table growth and modification • Example: D01029E00NV 14235 52368 D01029E00NV
Intent of NOC Program • Redesign the NOC table to better meet the needs of all criminal justice stakeholders • Develop an easy-to-use NOC model • Develop a NOC model that can be easily and logically updated • Develop a transitional model to aid in implementation of intelligent model • Enhance electronic information exchanges

Challenges to Current NOC Program • No defined program with approved and funded projects • No program sponsorship • No defined and achievable objectives • No defined projects • No budget • Transitional period between old NOC model and intelligent NOC model is increasing need for greater governance and program management • No formal policies and procedures for NOC creation, changes, or maintenance increasing data integrity issues • Overall program and NOC related projects are stalling with no long-term implementation plan, definitive objectives, or dedicated funding.
