Notification Preliminary risk assessment demanded in accord with Regulation No. 8/2000 Coll. Modified method IAEA TECDOC 727 used Based on this notifications and inspections, the RegionalAuthority hasto classify the installationas „A“(lower tiers) or „B“ (upper tiers)
Notification Classification results In the Czech Republic, there have been 70 operators classified as „A“ (lower tiers) and 67 operators as „B“ (upper tiers) - as of15thMarch 2003

Safety documentation Safety Programme compulsory for „A“operators Safety Report, Internal Emergency Plan and data for External Emergency Plan compulsory for „B“operators
Safety documentation Assesing proccess • Regional Offices • Ministry of Environment • Fire Rescue Brigade • Hygiene and Public Health Service • Municipalities • Czech Mining Office (where applicable) are involved in the assesing proccess of safety documentations and emergency planning
Safety Management • Safety management system should be implemented • Human factor included (obligatory) • Where not yet existing, the timing with dates of implementation demanded • Question: auditing
Insurance Afterthe safety documentation is approved, the operator must be insured for the losses caused by major accident within 100 days
Public Participation Safety documentation has to be discussed with the inhabitants in the emergency planning zone and general public The Regional authority determines the zone and makes relevant information for the inhabitants accessible Till now limited experience only
