Target groups • The population within the cross border area (Romania- Bulgaria) • Local public administrations and also public services from the cross border area • Romanian and Bulgarian companies from the cross border area including consultancy companies in attracting European structural funds • Foreign investors acting in the cross border area • Mass media
General objective • To provide a comprehensive and accurate overview of the socio-economic conditions and the evolution of the Romania-Bulgaria cross-border area 2009-2015.
Specific objective no.1 • Developing a set of instruments to asses the socio-economic situation and its evolution in the cross-border area (methodology, set of indicators and data base)
Specific objective no.2 • Increasing the administrative capacity of the MA, NA, JTS by using the instruments that are especially created to generate the premises for achieving the Territorial Cooperation Objective of the Cohesion Policy
Specific objective no.3 • Improving the citizens’ level of understanding concerning the projects financed by CBC European funds
Project context (1) • Most of the data necessary for the analysis were missing from the official statistics and the existing data were obsolete (mostly from 2004). • The area is now lacking any regional identity and has limited access to investment • Low GDP and low dynamism in the economy • The agricultural sector is in great need to modernize its outdated equipment and facilities.
Project context (2) Business opportunities that will create wealth and a new identity of the region, including tourism The SMEs as the main engine of change – a large public support for development Opportunities for innovative networks between SMEs, research institutes, universities and local administration The cultural heritage
I. Defining a system of indicators relevant for the purpose of the project: • Sustainable development indicators for the RO-BG CBC region • Indicators for the evaluation of the Romania Bulgaria CBC Cooperation Programme.
II. Defining and implementing a methodology for data collection, processing and reporting
III. Making an inventory of the similar studies, statistics etc. existing at the cross - border level
IV. Designing and implementing an IT application for data management and processing(including a database)- one stop shop for the cross – border area instead of hundreds of sources -

Implementing the communication plan • Promoting the project by organizing 12 conferences every 6 months in all eligible area. • A start-off and a close-up conference • Media information campaigns • Own media production • Partnerships with local media • Focus on the local and international on line media • Newsletters • Publicity campaigns (on lines, local radio stations, local newspapers)
