Audit Skills Programmes and Learnership. • Audit of invoices received. • Audit Training Providers involved in all CETA Skills Programmes. • Implement the ratio of learners to employer policy • Implement the ratio between learners and practitioners, assessors (For example, for institutional training the ratio is 1:30). • Monitor the CETA funding Agreements. • Introduce new Billing System i.t.o. 1. Asset Registry: • Reconcile the Assets registry with the accounting records; • Maintain a complete and accurate asset registry; 2. How is CETA intending to correct this matter? On the Fixed Asset Registry the following measures will be taken: • Appoint an independent Assets Management entity to reconcile the accounting records with the Fixed Asset Registry. • By end of November 2005, reconciliation to have been concluded. • Dispose off obselete Assets using the CETA procedure for disposal of Assets. • Request Auditor General to make comments prior to the interim auditing exercise for the period under review. How is CETA intending to correct this matter? On Discretionary Grant Funded Projects the following measure will be taken: • No payment of discretionary grant funded strategic projects to honoured if non-compliant with the CETA Funding Agreement. • No new applications from existing applicants receiving benefits on discretionary funded projects will be processed until 80% of the objectives of the previous programme have been achieved. • No extension in terms of timelines and/or funds will be processed for existing discretionary grant funded projects. • Beneficiaries of negotiated discounts with Training Providers on training rates must be disclosed to the funder (CETA) and repay the funder. • Adherence to the CETA NSDS Funding Window CETA Commitment On Qualifications(3) CETA-Construction Education and Training Authority
Meeting the NSDS targets • Ensuring controls on registration of skills programmes and learnership • Ability to responding through skills development to the: World Cup event ; Gautrain and other infrastructure requirements • Encouraging construction enterprises to invest in human capital • Promote the Construction Transformation Charter • Promoting Good Governance • Promoting the involvement of small firms in the Skills Development Strategy • Promoting the EPWP programme • Resolving Demarcation disputes speedily • Identification of Scarce Skills and Critical Skills KEY CHALLENGES FOR 2005-06 CETA-Construction Education and Training Authority
Assist in the application for funding on the EPWP from the Lottery Funds and National Skills Funds; • Assist in the application for funding on the Learnership and Skills Programme for the Unemployed people • Assist in providing feedback to CETA on findings made from the Imbizo • Assist in integrating National and Provincial Growth and Development Strategy with CETA Strategy • Consider Social dialogue with the construction fraternity and other role players (NEDLAC).
