Introduction The skills development facilitators will serve as an extension of the regional office capacity from the view point of the Seta’s operational requirement. The educational and training spinoff is the contact and consequent interaction between the skills development facilitator and member companies, particularly small companies, to add value to their training planning and execution. The role of the SDF will be limited to the scope of the service level agreement (NSDS II -2009/10 DOL/SETA SLA).This document seeks to define the role of the SDF within the parameter of the service level agreement. This approach is aimed at limiting SDF costs, while meeting minimum targets contained in the SLA.
Anticipated Roles • Support of the SME Interventions (Indicator 2.2). • WSP/ATR submissions (indicator 2.1 medium and large companies). • NQF aligned training interventions (indicator 2.7, 2.8 , 4.1, 4.2). • Research (indicator 1.1) and stakeholder Capacity building interventions. • SDF capacitation
Purpose of this training: • To capacitate SDF’s of the internal process of implementing Bursaries. • To encourage stakeholders to reach out to you to assist with queries • Capacitate the SDF’s to Quality assure all documentation before forwarding to SSETA. This will eliminate undue delays and increase efficiency • To ultimately be in a position to have a pool of SERVICE SETA Specialised Business Consultants to service the industries and promote SSETA.
What is a Learnership and skills programmes • ALearnership is a structured learning programme which includes practical work experience, and leads to an occupationally-related qualification registered on the NQF • A Skills Programme is a learning programme which is occupationally based and for which a learner may obtain a credit towards a qualification registered on the NQF
Requirements for Contracting CRITERIA FOR THE ALLOCATION OF BURSARIES • Services SETA member , SSETA SME’s , NGO,NPO’s, and CBO’s can apply • Bursary Application Form • Vendor Form • Current Original Tax Clearance Certificate • BEE Rating Certificate • SME Exemption Certificate if applicable • Verify if Training Provider is accredited and has constituent registered assessors and moderators for the qualification,
SLA Deliverables Payments Only when SSETA is fully satisfied that the Tranche Milestones have been achieved on quality assurance of the documentary submissions. The Employer the will be paid the bursary grant per Learner. First Tranche Milestones Submission of the following documents within a thirty (30) days time frame calculated from the date of signature of the SLA by both parties: • The SSETA/Employer Agreement; (SLA) • Original Learnership Four-Party Agreements • SSETA/Employer agreements; • Learner enrolment template; • Copies of the learner’s identity document; • Invoice for 1st payment of 50%
SLA Deliverables 18.2 learners will be paid stipends upfront quarterly on submission of: • Attendance registers, • Proof of stipends paid • QA against the Learner template. • Invoice for 25% The Second Tranche Milestones • Upload of learner achievements from the training provider confirming that the learner is competent on at least 50% of the credits of the qualification; • Implementation Plan to be completed • Invoice for 2nd payment of 25%
SLA Deliverables • The Third Tranche Milestones: • Upload of the final competency results from the training provider together with internal moderation reports; • Training Provider to submit copies of certificates of Completion to the Services SETA • Services SETA to verify accreditation status of Training Provider • Learner achievements must reflect competency on 80% of the credits of the qualification • Invoice for 3rd payment of 15%
SLA Deliverables • The Fourth Tranche Milestones • The final external moderation site visit shall be conducted after learner achievements have been received by the SSETA; • The training provider shall effect all remediation that is recommended within the required time frames, including remediation required for the learners to attain the qualification; • Failure to remediate or adhere to any of the external moderation requirements may result in the accreditation status of the training provider being reviewed in and appropriate action being instituted against the training provider if deemed necessary. • Invoice for 4th payment of 10%
