Thursday PM Discussion Paul Parboteeah Loughborough University
Summary of Papers “National Synergy on Information Systems…” • Lack of (formal) information sharing agreements • Projects fail, not because of technical issues, but “institutional arrangements” • Learn lessons from e-Audit data to to reduce information gaps, and therefore reduce risk of financial instability
Summary of Papers “Rethinking Market Regulation…” • Reconciliation problems – inconsistent reporting • TARGET as an example of a public ledger (lesson – virtue to have complete asset/liability info) • Quality of statistics are poor – makes it hard to identify vulnerabilities
Points for discussion - Darono • Reporting of initiatives taking place in developing economies – learning from developed economies • Could be beneficial to work backwards: • What information is needed to measure/predict financial vulnerability • Public ledger should include things like land registration information • Issue of confidentiality
Points for discussion - Lancastle • Time frame for implementation? • Next five years? • Unique Trade Identifier • Figure 1 and 2 – merge figures? • Commercial incentive to participate?
Key Themes • How is much information is/should be publically available? • Public ledgers as an information exchange mechanism • Can both be database / Big Data driven projects – technology no longer an issue • Time scales for implementation? • Information Management • Data quality, real time analysis (intelligence)
