CSTF Background • Cabin systems growing more complex & scope of CEI standards work increasing yearly • CSTF established by WAEA in Feb., 1999 • Analyze the whole industry environment for CS: • What standards are really needed? • Who benefits & who should pay for them? • How to best organize to develop CS stds? • Goal is to start Y2K with best organization

  7. Recommendations • New Organization for cabin systems stds: IACC=Int’l Airlines Cabin Committee • Processes: clearly defined methods for proposal initiation, requirements definition, decision making, appeals • Funding: TBD: one possibility is funding from airlines & suppliers

  8. CSTF Report - The Organization • Target char. identified, alternatives considered • New IACC proposed = Int’l Airlines Cabin Committee - reports to Arinc Board of Directors • Equivalent level as AEEC • Led & controlled by airlines (ultimate beneficiaries) • IACC members = Airline reps involved in and knowledgeable about cabin systems

CSTF Report - The Process • Open standards process - clearly defined & posted • Well-defined criteria for prioritizing new stds work • Clear definition & scope of work from IACC to SC • Requirements written first by subcommittee (SC) • Clearly defined appeals process • Standing & working documents posted to website

CSTF Report - The Funding • Airlines are ultimate beneficiary of cabin stds • Airlines will lead and control the IACC, so should provide bulk of funding • Suppliers invest to attend meetings, develop technical contributions, provide expertise • One possibility: XX% airline-funded by fee based on # pax seats and YY% supplier funded via charges for documents
