History of the Tunisian statistical activity 01 • 1926 : First GPHC (2.159.708)– 2014 : Last GPHC (10.982.754) • 1969 -Establishment of the National Institute of Statistics (NIS) – (Law N° 69-64 of 31 December 1969, Budget Law of 1970-Article 21) • 1994 - Establishment of the National Business Register (Decree N° 94-780 of 04 April 1994) • 1999 -Statistical Law N°99-32 of 13 April 1999 (Organisation of the NSS) • 2000 -Establishment of the National Statistical Council (NSC)

  6. The twinning project 02 • Objectives : • Strengthening the governance of the NSS • Improve the quality of the statistical information • Ensure the communication and the dissemination of the produced data

The twinning project 02 • Main Activities : • New statistical law • New organization charter • Implementation of the TSC • Implementation of ISO9001 on pilot operations • Development of the national accounts (SNC2008) • Development of the regional statistics • Development of a strategy for communication and dissemination

  8. The Tunisian Charter on Public Statistics (TSC) 03 • Why ? • TSC based on FPOS,CAS, COP_UE, COP_EPN • Related to the production, analysis and dissemination of public statistics. • Adopted by the decree of September 30, 2015, of the MDIIC (Minister in charge of statistics)

The Tunisian Charter on Public Statistics (TSC) 03 • Objectives and advantages : • Provide public statistical information that is credible, relevant, objective and up-to-date in conformity with the scientific and professional standards in the field of statistics. • Develop and generate statistical information and make it available to all users as soon as possible in a clear and accessible form with details regarding the adopted concepts and methodologies. • Encourage the various actors of the public statistical activity to engage in a process of quality efficiency and the progressive improvement of the overall performance of the NSS.

  26. Conclusion • Challenges : • The complexity and decentralization of the NSS (NIS and 48 PSS) • The lack of human and materiel resources to meet the principles • The need for a sound national strategy that describes the steps per time for the NSS to align to the ambitious TSC
