The mission of the NCTF is to foster and advance the capabilities of the public safety providers, elected officials, public and other pertinent stakeholders in the region to protect lives and the social and economic infrastructure from terrorist threats and all hazard incidents. The NCTF will take a leadership role to facilitate the development of a comprehensive regional all hazards program that will address planning, education, prevention, response and recovery issues.   5. What we are doing with our TCL scores: • Our desire as a task force was to match our deficiencies with our grants to bring scores up, but we find that the grant catagories won’t allow funding to be used for some our highest priorities. Potter County Sunflowers

  6. Incident Management Team (IMT) – • Working on one TYPE 4 Team • Law Enforcement Strike Teams – One supported by NCTF • Decontamination Strike Teams – One supported by NCTF • EMS Task Forces – One supported (in part) by NCTF Coudersport, Potter Co. Coudersport, Potter Co.

SNS Exercise in Bradford County Provided IMU Trailer in support of Little League World Series Provided Equipment and Supplies for Medical Strike Team Exercise Rebuilt Law Enforcement/Intel Committee Structure. Training projects are in the works to include all elements in the NCTF. Entering and fine tuning Equipment Data Base. PSIC Grant – Project 2 Approved – Provide voice interoperable capability via the use of the national frequencies. Base station repeaters will be erected throughout the region allowing incoming agencies, which utilize these national frequencies to communicate directly with the PSAPs or field responders. Satellite phones, mobil air cards with laptops are now in each prime mover in the region. Laptops serve not only as a means for communication, they will also be loaded with many field applications including GIS maps. Communication and GIS Committees have teamed up to work on an exercise for early 2009 to test current capabilities and develop plan for future projects. Bradford County Farm Land Bradford Co. Farm

  8. The NCTF produced a 9-11 Commerative Demonstrative Display and Symposium Day to demonstrate some of the NCTF equipment and training. Partner displays and demos are also in the mix. The objective is to show all responders and the public what the North Central Task Force has done to protect the responders and general population with the Homeland Security Funding we have received.   9. To make NCTF participation more user friendly and travel effective by using virtual and phone conferencing. The Board and Committees will still meet monthly but will meet as a whole once a quarter unless events indicate otherwise. To encourage PEMA to separate assessment scores for counties and task force regions and make the information available to all task forces so that strengths and weaknesses can be compared and steps can be taken to upgrade protection capabilities. Inter-regional capabilities may be able to be strengthened with MOUs and Mutual Aid Agreements. Put into effect an effective IMT. To encourage committee participation by more individuals who believe in the Task Force mission and provide tools for them to accomplish their goals. Key Steps Needed to Achieve Our Vision • Make our priorities match our funding or funding match our priorities! • Secure clerical support to the NCTF Board and Program Manager. • Clearly state realistic actions that need to be taken to reach our expected outcomes. • ( We have a clear picture, from our assessments of those places we have severe weaknesses. We will need to know how to use grant funds that don’t now align with what the assessments say our weaknesses are.) • Combine committee strengths and cross train members to build effective administrative and operational sections to provide in depth assistance wherever needed in the NCTF or to adjoining task forces. • Gain recognition in rural areas as reception areas for displaced urban dwellers before an event occurs. There needs to be funds or supplies and equipment to support the inflow of displaced people and have a plan to provide creature sustainment in the rural areas that will become responsible to provide their shelter.
