  3. Criteria • CD4 t-cell count • Viral load • ART • Medical visit (for URS)

  4. Method of Estimation • We chose an approach that would integrate data from a variety of sources to get the most comprehensive picture of who is in and out of care • Requires cooperation from public and private payers

  5. Estimating Met Need • PLWHA in 2003 and 2004 • Excluded those diagnosed in TDCJ • Not include Medicare, VA, all PMD

  14. Plans for Tightening Estimate • Add TDCJ treatment data • Eliminate cases that are likely to have left jurisdiction • Eliminate cases that were diagnosed more than 5 years ago for working profile
