  3. Introduction • What is the definition of a ‘university’ in modern higher education? A centre of scholarly-based education in which teaching and learning is informed by research. • A commercial organisation or academic institution?

  4. Current UK environment • Financial disparity between institutions • Lower unit of resource • Monitoring objective quality standards • Responding to mass education, widening participation agenda • Supporting research standards • Engaging in TNE

  5. Challenges for UK universities • Globalisation • Knowledge society & HE as a key driver • International benchmarks for quality and standards • Market forces and competition on a global basis • Risk management

  6. The multiple functions of a 21st Century University • From teaching to lifelong learning • Research in a global competitive market • Knowledge transfer/exchange – the ‘third way’ • Social inclusion & regeneration • Civic responsibility • International, global provider through TNE

Trans-national education provision • Breakdown of traditional national markets by electronic technology, collaborative agreements, private publishing conglomerates, emerging high quality domestic institutions • Increased demands globally for TNE, often unmet • TNE and mutual recognition of QA frameworks & qualifications

  8. Successful trans-national education provision I • Ensure it is a core strategic development of the University • Robust QA systems & due diligence • Ensure genuine partnerships based upon mutual recognition of qualifications & frameworks

Successful trans-national education provision II • Develop t&l models encompassing diversity of public and private providers • Provide t&l models that enable global educational mobility and multiple provision • Greater use of VLE technology to open access • Develop long-term sustainable collaborations that adapt to change • Ensure partnership encompasses research and knowledge exchange as well!
