Deepwater Horizon Response MSRC was single largest oil spill response contractor MSRC provided services including: Mechanical recovery Dispersant Services In situ burn Emergency Communications Services General Contractor for hiring of subcontractors performing other response services MSRC was not involved in: Drilling activities Subsea Well Control Efforts Drafting of MMS Response Plan or Spill Management

MSRC Mechanical Recovery Response • 12 Responder Class Oil Spill Response Vessels (OSRVs) • Initial four vessels were on scene within 24 hours, before the fire was extinguished • All Atlantic and Gulf Coast vessels and two from California • 3 Ocean-going barges • 26 Shallow Water Barges • 6 Fast Response Vessels • 71 Marine Assets • 42 Skimmers • 65,000 ft of boom

MSRC Dispersant Services • King Air 90 based at Stennis Airfield in Mississippi was immediately activated • C-130 based in Coolidge, Arizona was immediately activated and relocated to Stennis Airfield • MSRC coordinated all dispersant logistic services for Stennis based aircraft including: • 4 C-130s – CCA/OSR/MSRC • 4 Air Force C-130s • 801,000 gallons of dispersant sprayed from Stennis based aircraft

  6. MSRC In Situ Burn Support • MSRC provided 9 in situ burn kits • Support personnel

MSRC Emergency Communications • 5 Emergency Communications Packages (ECP) • 4 Small Satellite Package (SSP) • 30 MSRC Personnel • 3 Specialized Contractor Companies • 46 personnel • Services included: • Full ECP and SSP deployment and support • Telephony and Internet support via satellite link • Established emergency communications until permanent systems were in place

  8. MSRC General Contractor Services • 52 Contractors • 7,278 contract personnel at peak of activities • Services included: • Shoreline clean-up (pre and post impact) • Boom deployment • Skimming operations • OSRV Back-deck Operations • SBS Operations • Logistics Support • Safety

Challenges to Mechanical RecoveryOffshore • SAFETY – SAFETY –SAFETY!!! • Recovered oil storage • MSRC OSRV’s capable of 4,000 bbls on board • Weather conditions • Logistics – resupply of the vessels/ crew • Maintenance and repair • MSRC instituted a “Pit-Stop” Program • Dispersant use • Spotting and Locating the oil • X-Band radar and Infrared Capabilities being added

  10. Challenges to Mechanical RecoveryNearshore • Weathering of oil • Dispersant usage • Encounter rate very low – “Streamers” • Debris • Different skimmers would work on different days in the same geographic location.
