Background • TRACES operational nearly 10 years • Growth in size and scope • Over 100000 documents per month • Many document types (ABP, plant products…) • Expert System (Reinforced Checks, Statistical advice) • Approaching limit of what is possible with current TRACES system • Technology approaching end-of-life • Unable to take advantage of new web technology
Wish List – all users • Easier overview of document • Current system has high learning curve • Modern web technology makes it possible to display something similar to paper certificate • Better help and search functionality • Avoid duplicates (especially for businesses) • Context-sensitive help • Facilitate for occasional users • Step-by-step approach could be foreseen
Wish List – authorities • Major points include • Better planning possibilities for inspectors • Closer integration to alert systems (RASFF…) • Full 1/2005 enabled • Multiple administrative structures (animals, animal products, plant products…) • Delegated administrative roles • Improved GIS support • Handling businesses: duplicates; searching; transporters and vehicles • Interoperability with national systems • Digital signatures / dematerialisation
State of Play • Architecture: • Choice of technology (Oracle, HTML5, JEE – in line with DG DIGIT recommendations) • Database / entity modeling • Development • Front-end prototyping, establish patterns and best practices • Development activity: 1 – 2 developers, now increasing team size (shift from current TRACES) • Building the foundations: classifications, management…
What will it look like? • Modern web experience • Minimize need for mouse movements • More intuitive (but still familiar) GUI • Contextual help • Some screenshots follow: • Cities management • Authorities management • Classifications management • NB: These are not yet final, but gives an idea of what the end-result will be like
Interoperability with other systems • Declaration (Part I) • Through Web Interface • Through web service, UN/CEFACT based • Control & Decision (Part II) • Done by competent authority in the EC system (TRACES / TNT / IMSOC) • Document offload (aka S2S) • Through webservice, UN/CEFACT based and available to all (subject to access control and capacity management)
Other aspects • Delegated management roles • Will be provided, exact scope and details to be defined once prototypes available for feedback • "TNT for dummies" • Step-by-step way of creating certificate, slower but easier • Control tools • Better search facilities, group shipments by boat… • Will require extensive stakeholder feedback on prototypes
To conclude • TNT has started • TRACES evolution is slowing down, resources shift to TNT • We're getting up to speed and foundation is getting in place • First draft version for public review targeted for early Q2 2014: • Certificate creation (at least part I) • User management • …
