Florida UAS Initiative We are helping to lead the state initiative to: Develop an Unmanned Aerial Systems (UAS) Test and Operational Range throughout the State of Florida leveraging existing assets in partnership with civil and military government agencies, academia and industry. Pursue FAA certification as one of the 6 National UAS Test Sites Pursue users and developers to test, integrate and operate UAS’s

Validity H.R. 1540 National Defense Authorization Act for Fiscal Year 2012 SEC. 1097. UNMANNED AERIAL SYSTEMS AND NATIONAL AIRSPACE. Not later than 180 days after the date of the enactment of this Act to establish a program to integrate unmanned aircraft systems into the national airspace system at six test ranges. H.R. 658, FAA REAUTHORIZATION AND REFORM ACT OF 2012 SEC. 332. INTEGRATION OF CIVIL UNMANNED AIRCRAFT SYSTEMS INTO NATIONAL AIRSPACE SYSTEM. Not later than 270 days after the date of enactment of this Act, the Secretary of Transportation shall develop a comprehensive plan to safely accelerate the integration of civil unmanned aircraft systems into the national airspace system. This program/ initiative will happen, it is a matter of when & how soon. The technology is here, the demand is here, and the industry is ready, driving the FAA to establish the rules.

Florida is Open for Business Location, Location, Location • Facilities • Airspace (Special Use Airspace, Military Operations Areas, Restricted Airspace) • FAA established ADS-B network • Skilled workforce, large aerospace contingent trained in the Space program, Extensive Military presence • Tax structure • Space Florida is already investing, UAS instrumented range under development
FAA Selection Criteria • Focus to ensure research is accomplished in each of the areas identified as a major obstacle to UAS NAS integration • Proponents with existing facilities & infrastructure (operations buildings, launch facility/runway, surveillance, monitoring and range control) would be considered first, followed by proponents with firm funding for facilities & infrastructure • Must define the airspace volume associated with the test range and assess the impact on NAS operational efficiency • The combined capabilities of the six test sites should provide an environment and opportunities to test: • conventional takeoff and landing capability • high speed flight • maritime (launch/maneuver/recovery) capability • operations at extremely high altitudes • evaluation of dissimilar aircraft in multiple altitude structures
FAA Selection Criteria • Besides geographical and climatic diversity, other important factors affecting site selection: • proximity to potential users • availability of a suitable ground or air transportation network • UAS test site operators must demonstrate their ability and experience in conducting UAS operations and research • “No person may flight test an aircraft except over open water or sparsely populated areas having light air traffic” • Ability to leverage DoD and NASA resources

UAS Standards & Regulatory Organizations • The FAA relies on standards organizations to bring industry recommendations forward for consideration. Partnering with these organizations is essential to developing the data and technologies necessary for the FAA to approve civil UAS access: • Radio Technical Commission for Aeronautics (RTCA) Special Committee • American Society for Testing & Materials (ASTM) • World Radio Conference (WRC) • International Civil Aviation Organization (ICAO) Standards and Recommended Practices • FAA/Radio Technical Commission for Aeronautics (RTCA) Minimum Operational Performance Standards/Minimum Aviation System Performance Standards for UAS
UAS Engineering Applications • CCTV site surveys at locations along freeways and highways. • Development of quick aerial site surveys. • Bridge inspections. • Wireless site surveys with spectrum analysis at specific locations and altitudes. • Traffic time lapse photography. • Traffic network flow and intersection turning movement counts over specific time periods.
