  1. Development and Operation of Active Distribution Networks: Results of CIGRE C6.11 Working Group (Paper 0311) Dr Samuel Jupe (Parsons Brinckerhoff) UK Member of CIGRE C6.11 Working Group Session 5: Planning and System Development Thursday 9th June 2011

  2. Overview • Introduction • Global definition of active distribution networks (ADNs) • Current status of deployment • Stakeholder recommendations • Summary and future work Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  3. Introduction • Working Group C6.11 • August 2006 – August 2010 • 27 members and experts representing 14 countries • Terms of Reference: • Global definition of Active Distribution Networks (ADNs) • Current status of deployment • Stakeholder recommendations Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  4. Shared global definition • Active distribution networks (ADNs) have systems in place to control a combination of distributed energy resources (DERs). • DERs are defined as generators, loads and storage. • Distribution system operators (DSOs) have the possibility of managing the electricity flows using a flexible network topology. • DERs take some degree of responsibility for system support, which will depend on a suitable regulatory environment and connection agreement. Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  5. Actual status of deployment • 24 flagship projects across the world • Analysed according to: • Integration level • Enabling technologies • Application • Benefits • Research and development needs Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  6. Hardware Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  10. Stakeholder recommendations: Grid operation • Review protection systems • Updating Grid Codes • Communication systems to support data exchange • Mechanisms in place for grid users to provide ancillary services Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  11. Stakeholder recommendations: System planning • Proactive dialogue of system planners with stakeholders • Consider move to meshed network topologies • Move to probabilistic grid-based approaches Samuel Jupe – UK – Session 5: Planning and System Development – 0311

  12. Stakeholder recommendations: Regulation and awareness building • Mechanisms for connection of DER • Allow grid operators to integrate DER into grid operations • Educate grid users on grid operation • Feedback loop from operation to planning Samuel Jupe – UK – Session 5: Planning and System Development – 0311
