Methodological description of strategic framework elaboration Quality of elaboration • Vision is whished change of rural people in long term run and covers all aspects of rural life • Strategic objective is the statement expressing long-term or medium term qualitative change covering some aspect of rural life on the way to vision. • This change MOST PROBABLY will be happening in given time period IF local action group will invest into selected development priorities • Specific objectives are expressions of short term or sector qualitative changes in given time period (the same as for strategic objective), which HAVE to happen, so that priorities will be fulfilled and strategic objective achieved.

Methodological description of strategic framework elaboration Quality of elaboration • Measures – are concrete sets of activities implementing within particular specific objectives. • In case of the integrated strategy various measures of various programs and own measures, covered by financial means, can be implemented. • With regards to the Leader subsidy only measures of axis 3 and 4 are considered in Slovak Republic • Therefore it is necessary to set up clearly which measures belong to which specific objectives, so the intervention logic starting with strategic objectives and ending with measures is obvious with the main point of view – measures shall be composed so, that envisioned results (specific objective level) and impacts (strategic objectives level) are achieved.
Logic of the strategic framework and its interlink to other parts of the strategy • Logical interlink of development priorities with the entire strategic framework • Logical interlink of the strategic objective with specific objectives within each particular priority and in their synergy • Logical interlink of the strategic framework with action and financial plan • Logical interlink of objectives with the result and impact indicators in evaluation framework and measures with output indicators • Logical interlink to SWOT, which is the source of justification of selected objectives
Important questions to be asked (each question ranking 1 – 5, 1 – worst, 5 – best) • Significant innovative approach to the problem solving is obvious in the strategic framework. • Selected objectives and measures are well justified by situation analysis and SWOT • The intervention logic is clearly set by the strategic framework, strategic objective is expressing well the whished change, selected priorities are able to contribute to this change effectively, efficiently and on sustainable manner and specific objectives are sufficiently covering these priorities • Selected measures are contributing to the fulfillment of specific and consequently alkso strategic objectives
