INTRODUCTION • The main objective of the questionnaire was identifying technology used in previous and the current round of censuses and recognising plans of the countries for 2020 census. • Technology is a still rapidly developing area, so this is very difficult subject. • Results of the survey helped us to identify the technologies used in the 2010 census round and to formulate the first proposition of the recommendations for the 2020 census round.
TECHNOLOGIES USED IN PREVIOUS CENSUSES • INTERNET RESPONSE OPTION IN 2010 CENSUS ROUND INTERNET HAS GAINED MORE POPULARITY IN COMPARISON TO THE 2000 CENSUS ROUND. • TECHNOLOGY USED IN FIELDWORK: • LAPTOPS • TABLETS • GPS • UPLOADING DATA FROM FIELD TO A DATA CENTER • COMPUTER ASSISTED TELEPHONE INTERVIEWING • AUTOMATED TELEPHONE INTERVIEWING • HAND-HELDS • MOBILE OR CELLULAR PHONES • SMS-TEXTING • GIS
TECHNOLOGIES USED IN PREVIOUS CENSUSES • OCR/OMR TECHNOLOGY • OMR – USED BY 20 COUNTRIES • OCR - USED BY 24 COUNTRIES • declining trend in the use of this technology
TECHNOLOGIES USED IN PREVIOUS CENSUSES • INFRASTRUCTURE MODERNIZATION/BUILD/PREPARATION As is clear from the survey, most countries needed about three years to prepare the infrastructure for the 2010 census round. • SOFTWARE USED IN DIFFERENT CENSUS PHASES Most countries in the 2010 census round applied their own software
TECHNOLOGIES USED FOR ADMINISTRATIVE SOURCES OF DATA DURING THE 2010 ROUND OF POPULATION AND HOUSING CENSUSES THE NEED FOR CONSTRUCTION OR MODERNIZATION OF IT INFRASTRUCTURE : IN MOST CASES OF THE ADMINISTRATIVE REGISTERS USAGE IT WAS NECESSARY TO MODERNIZE ICT INFRASTRUCTURE IN SELECTED AREAS: • TO COLLECT DATA • TO STORE DATA • TO LINK DATA • TO STORE METADATA SEVEN COUNTRIES HAVE CONSTRUCTED OR MODERNIZED OF ICT FOR ALL AREAS ABOVE LISTED.
TECHNOLOGIES USED FOR ADMINISTRATIVE SOURCES OF DATA DURING THE 2010 ROUND OF POPULATION AND HOUSING CENSUSES TECHNIQUES USED TO COLLECTDATA FROM ADMINISTRATIVE REGISTERS DIFFERENT TECHNIQUES WERE USED TO COLLECT ADMINISTRATIVE DATA. THERE WERE OFTEN COMPLEX METHODS, USING MULTI-MODAL APPROACHES, TO COLLECT DATA FROM SUCH REGISTERS • ADMINISTRATIVE DATA WERE MOST OFTEN COLLECTED BY ELECTRONIC METHODS: • HARD COPIES - FOR DATASETS OF BIG VOLUME • ELECTRONIC DATA CARRIERS - FOR DATA SETS OF SMALL VOLUME • THE MOST RARELY USED METHOD WAS REMOTE ACCESS AND CAPTURING DATA IN ELECTRONIC FORM ALLOWING ITS PROCESSING
TECHNOLOGIES USED FOR ADMINISTRATIVE SOURCES OF DATA DURING THE 2010 ROUND OF POPULATION AND HOUSING CENSUSES TCHNOLOGY USED IN THE TRANSFORMATION OF ADMINISTRATIVE DATA INTO STATISTICAL DATA: AUTOMATIC TRANSFORMATION AND CLEANSING TECHNIQUES WERE APPLIED WIDELY. THE HEAVY TECHNIQUES WERE APPLIED MOST OFTEN FOR FOLLOWING METHODS: • VALIDATION • STANDARDIZATION • CONVERSION THE MORE RARELY ONES WERE USED FOR FOLLOWING METHODS: • PARSING • UPPERCASE (CONVERT ALL LETTERS TO UPPERCASE LETTERS)
GIS AS A TOOL TO SUPPORT THE PROCESS • SUPPORT THE PROCESS OF PREPARING AND CONDUCTING THE CENSUS • FRIENDLY VISUALIZATION OF STATISTICAL RESULTS
GIS OVER 70% (35) NSI’sALREADY HAS AN UNIT RESPONSIBLE FOR GIS TECHNOLOGY IN THE 2010 ROUND ALMOST 50 %(19)OF NSI’s DECIDED TO USE GIS IN CENSUS FIELD WORK • 13 % (6) NSI’sALREADY HAVE FUTURE PLANS TO ESTABLISH SUCH A UNIT • 15% (7)NSI’sDO NOT INTEND TO CREATE ONE • 15 % (6) NSI’s ALREADY HAVE USED GIS IN THE 2000 CENSUS ROUND • 76% (37) NSI’sPLAN TO USE GIS IN THE 2020 CENSUS ROUND
PLANS FOR THE 2020 CENSUS ROUND ADOPTION OF NEW TECHNOLOGY BARRIERS TO ADOPTION OF NEW TECHNOLOGY • INTERNET • LAPTOPS • TABLETS • HAND-HELDS • MOBILE OR CELLUAR PHONES • GIS • GPS • OMR/OCR • FINANCIAL RESOURCES • STAFF RESOURCES • PUBLIC PERCEPTION • INFRASTRUCTURE • GOVERNMENT SUPPORT • GEOGRAPHICAL CONDITIONS • LIMITED ACCESS TO ADMINISTRATIVE REGISTERS • LACK OF ADMINISTRATIVE REGISTERS
GIS RECOMMENDATIONS FOR THE 2020 CENSUS ROUND GIS should be considered and used at all stages of the census; Wherever it is possible, data should be collected with reference to an address; Only at a level appropriate to the skills and resources available; "Principles and Recommendations for Population and Housing Censuses, Revision 2" prepared by the UNSD
RECOMMENDATIONS FOR THE 2020 CENSUS ROUND ISSUES FOR DISSCUSION
RECOMMENDATIONS FOR THE 2020 CENSUS ROUND Internet RESPONSE errorscontroll mechanizm, ensuring data QUALITY AND safety COMPUTER ASSISTED TELEPHONE INTERVIEW – USED IN THE SHORT AND LONG QUESTIONNAIRES USAGE OF TABLETS OR hand-helds devices inthecontext of technicalproblems WHAT ARE THE OMR/OCRADAPTATION PLANS IN THE FUTURE CENSUS ROUND?
RECOMMENDATIONS FOR THE 2020 CENSUS ROUND (cont.) Does the dynamic development of new information and communication technologies (ICT) USED TO the production of statistics, including censuses,WHICH TRIGGER the NECESSITY for a constant modernization of infrastructure: reduce the cost of censuses Or cause an increase in their costs?
RECOMMENDATIONS FOR THE 2020 CENSUS ROUND (cont.) Should a general transformation model of administrative registers (a set of rules of data control and adjustment) be included in „Recommendations concerning the development of the use of administrative registers in the 2020 census round” to obtain an unified approach allowing usage of HEVY TOOLS FOR AUTOMATIC CLEANSING TECHNIQUES to increasing usability of administrative registers within NSI’S?
